SJVN Green Energy (SGEL) has invited online bids through an open tender, for 400 MW MSEDCL solar project across Maharashtra. These bids were invited on a single stage two envelope format. It included envelope-I: techno-commercial bid and envelope-II: price bid.

SGEL project is to be undertaken with reverse auction for the balance of system (BoS) package including power evacuation. It includes a three-year comprehensive operation and maintenance for a cumulative capacity of 400 MW (AC) (MSEDCL Phase-VII & Phase-IX) solar photovoltaic power project(s) at four different locations in Maharashtra. The project(s) of cumulative capacity of 400 MW (AC) is to be installed at four different locations in Maharashtra.

The tender stated the bidder can participate in any number of project(s) out of the above four projects as per their capacity. Under the tender, the bidder is expected to be developed under project-1 of 160 MW (AC), 40 MW (AC) of project-2 as per provisions, the project-3 of 80 MW (AC), and project-4 of 80 MW (AC) are expected to be developed as per the provisions of the dated 30.09.2022.

Balance of the system package included power evacuation and three years of comprehensive operation and maintenance for a cumulative capacity of 400 MW (AC). This project is under (MSEDCL Phase-VII & Phase-IX) Solar Photovoltaic Power Project(s) at Four different Locations in Maharashtra.

As per the document, “Balance of System Package Including Power Evacuation and Three (03) Years Comprehensive Operation & Maintenance for Cumulative Capacity of 400 MW (AC) (MSEDCL Phase-VII & Phase-IX) Solar Photovoltaic Power Project(s) at Four different Locations in Maharashtra. The Solar PV Modules shall be supplied separately to the BOS contractor by SGEL.”

The tender shared details of the sale of power and power purchase agreement (PPA) signed between SGEL with Maharashtra State Electricity Distribution (MSEDCL). As per the terms of request for selection document (RfS) issued by MSEDCL dated 08.06.2022 for 200 MW and 2022, 500 MW Solar dated 30.09.2022 for 200 MW.

The duration of engineering, procurement, and construction (EPC) is 370 days from the date of issuance of the Letter of Award (LOA) to the contractor. The duration of comprehensive operation and maintenance is three years from the date of completion of the commercial operation date (COD)

The cost of the bid document (nonrefundable) is Rs. 5,000 +18% GST.

Bid Security/Earnest Money Deposit (EMD) is required to be submitted for project-1 which is 160 MW (AC) at Rs. 6.37 Cr. The second project is of 80 MW (AC) for Rs 3.18 Cr. and the third project is of 80 MW (AC) for Rs 3.18 Cr. whereas, the fourth project is of 80 MW (AC) for Rs 3.18 Cr.

Last date and time of submission of bid – 14.05.2024 & Time: 14:00 Hrs

Date & time of opening of Techno-commercial Bid – 14.05.2024 & Time :15:00 Hrs

The last date for submission of documents in hard copy is 21.05.2024 and Time is 18:00 Hrs

Period of bid Validity – 120 days from the last date of submission of bids prescribed by SGEL and any extension thereof.

TECHNICAL CRITERIA

The Bidder is expected to meet the qualifying requirements stipulated hereunder during the last Ten (10) years ending the last day of the month previous to the one in which NIT is issued.

The set requirements are “Bidder should have designed, supplied, erected/ supervised erection and commissioned of the balance of system/EPC of Solar Photo Voltaic (SPV) based grid-connected power plant(s) of 30 MWp or higher capacity. Out of this at least one plant must be of 10 MWp or higher capacity. The reference plant of 10 MWp or higher capacity must be in successful operation for at least three months before the last day of the month previous to the one in which NIT is issued.

It’s expected to be a developer of solar photo voltaic (SPV) based grid-connected power plant(s) of 30 MWp or higher capacity. Out of this at least one plant must be of 10 MWp or higher capacity. The reference plant of 10 MWp or higher capacity must be in successful operation for at least three months before the last day of the month previous to the one in which NIT is issued.

It’s expected to have executed an industrial project either as a developer or as an EPC Contractor. These projects are expected to be developed in the area of power/ steel/ oil and gas/Petrochemical/ fertilizer/cement/coal mining including a coal handling plant. It can be placed in any other process industry, of a value as tabulated below in a single project or single work and the same should be in successful operation for at least six (6) months before the last day of the month previous to one in which NIT is issued

Lastly, it should have executed at least one electrical substation of 33 kV or above voltage level. It consists of equipment such as 33kV or above voltage level circuit breakers and power transformers, either as a developer or as an EPC contractor. It is expected to be in successful operation for at least six months before the last day of the month previous to the one in which NIT is issued.
