SECI Tenders for 15 MW Floating Solar Plant at SCCL

SECI has issued a tender for setting up 15 MW floating solar plant at different sites at the SCCL in Telangana

The Solar Energy Corporation of India (SECI) has issued a tender, inviting bids from eligible firms for setting up of 15 MW floating solar PV power plant at different sites at the Singareni Collieries Company Limited (SCCL) in Telangana.

The scope of work for the selected bidders will include the design, engineering, supply, construction, erection, testing and commissioning of the 15 MW (AC) floating solar PV power plant at different sites. The selected developers will also be required to provide comprehensive operation and maintenance (O&M) services for the plant for a period of 10 years.

The last date for bid submission is May 4, 2020, and the techno-commercial bids will be opened on the same date. A pre-bid meeting has been scheduled for April 20, 2020, to address the concerns raised by the prospective bidders. The date and time of opening of the price bids will be intimated subsequent to the shortlisting of techno-commercial bids. All bidders will also be required to submit an Earnest Money Deposit of Rs 1.701 crore along with their bids.

To be eligible for participating in the bidding process, the bidders must have experience in EPC execution of ground-mounted solar projects on turnkey basis of cumulative capacity not less than 8 MW in the last seven financial years as on the last date of bid submission. However, such project capacity must have been in satisfactory operation for at least six months prior to the last date of bid submission.

Financially, the Minimum Average Annual Turnover (MAAT) of the bidder in the last three financial years (i.e. FY 2016-17,2017-18 & 2018-19) should be Rs 34.02 crore. And the net worth for the last financial year should be positive. Additionally, the bidder should have a minimum working capital of Rs 21.26 crore as per the last audited financial statement.
