The Solar Energy Corporation of India Limited (SECI) has issued a significant Request for Selection (RfS) identified as SECI-FDRE-VII, dated September 30, 2025. The tender seeks to select Renewable Energy Power Developers for an assured peak power supply of 4,800 MWh daily, equivalent to 1,200 MW for four peak hours.
Focus on ISTS-Connected Renewable Projects
The RfS targets Projects connected to the Inter-State Transmission System (ISTS) across India. The selected developers will supply guaranteed peak power to SECI, helping manage peak loads efficiently on the grid.
The process follows a Tariff-Based Competitive Bidding mechanism. Successful bidders will formalise their commitment through a 25-year Power Purchase Agreement (PPA) with SECI.
Eligibility and Bidding Conditions
The RfS specifies that each bidder may submit a single bid with a minimum cumulative capacity of 50 MW and a maximum limit of 600 MW. Bidder eligibility includes financial criteria such as minimum net worth and liquidity, detailed in the RfS.
Only projects with technical compliance and connectivity grants from the Central Transmission Utility (CTU) are eligible. Consortium bids are allowed under strict shareholding conditions.
Financial Requirements
Bidders must submit an Earnest Money Deposit (EMD) of INR 4,00,000 per MW of proposed capacity. Post-selection, a Performance Bank Guarantee (PBG) of INR 10,00,000 per MW is mandatory.
SECI has set firm timelines for the bidding process. The final date for bid submission is November 14, 2025, with techno-commercial bids scheduled to be opened on November 17, 2025. These milestones are crucial in the evaluation and final selection of qualified developers.
Selected developers are expected to commission their projects within 24 months from the issuance of the Letter of Award (LoA). The projects must deploy renewable energy generation integrated with energy storage systems (ESS) and include all infrastructure up to the interconnection point at ISTS. SECI will monitor project performance to ensure compliance with quality and dispatch standards.
