SECI Issues Tender to Manufacture and Supply 870 MWp Solar Modules in Gujarat

SECI has issued a tender to manufacture, test, package, supply, and transport 870 MWp of domestically manufactured solar modules with domestically manufactured solar cells for the development of a project in Radhanesda, Banaskantha, Gujarat. SECI is offering 870 MWp as a total package, which is divided into three packages with package capacities of 290 MWp, 580 MWp, and 870 MWp. SECI has sought bids for this project until March 10, 2026.

SECI requires that bidders whose solar module manufacturing facilities are existing and under production can participate. Additionally, bidders cannot quote for any intermediary package capacities. SECI has clarified that random package sizes such as 150 MWp, 450 MWp, 800 MWp, etc., are not allowed under this bidding process. Moreover, the owner reserves the right to add up to 17 MWp of additional capacity at the time of award in the case of a single package capacity of 290 MWp.

Last year, in 2025 SECI awarded a 260 MWp solar module supply tender to First Solar (India) for ₹474.10 crore. Under the tender, the bidders was required to manufacture and supply domestically produced solar modules made with domestically manufactured solar cells. First Solar, with its integrated process for thin film solar has benefited significantly for DCR based demand in India by qualifying for ALMM, and ALCM norms,

Before that, SECI had awarded bids to Alpex Solar and Tata Power Renewable Energy Subsidiary, Tata Power Solar (TP Solar) for its 400 Mwp modules tender. The tender intends to supply these solar modules at a Ramagiri project located in Andhra Pradesh.

Scope of Work

SECI requires the goods and related services to be supplied as specified in the technical specifications and price schedule. The supplier would supply all the goods and related services included in the scope of supply, as per the delivery and completion schedule specified in the SPC.

The supplier would also be required to ensure that the goods and related services comply with the technical specifications and other provisions of the contract. It is also required to undertake the goods and related services supplied under this contract. Additionally, SECI requires the bidder to offer the following module technology: monocrystalline silicon (Si) TopCON cells, glass-glass modules with aluminium frames, module efficiency of ≥ 21.65%, and a power rating at STC of ≥ 585 Wp.

The tender also offers the placement of repeat orders, up to the aforesaid limit, with the mutual agreement between the parties. It also requires bidders to use monocrystalline Si TopCON cells and glass-glass modules with aluminium frames, with modules having an efficiency of ≥ 21.65% and a power rating at STC of ≥ 585 Wp.
