SECI Invites Bids For 1200 MW ISTS Solar Projects With 600 MWh ESS

Solar Energy Corporation of India (SECI) released a tender inviting bids for domestically manufactured solar PV modules with solar cells. The tender invited bids for domestic manufacturing, testing, packing and forwarding, supply, and transportation of the 900 MWp project. The document mentioned the pre-bid for the project to be placed at 11 am on 27th February.

The document reads, “SECI used a single stage two envelope online bidding system followed by an e-reverse auction. The bid document reads, “The bid document is free of cost and the contract performance security is five percent of the total project/order cost for a total period of 27 months. The online bid will open from 12th March 2024 onwards. The financial bid opening is to be intimated after the shortlisting of techno-commercial bids.”

The document said, “The tender mandates the use of both solar photovoltaic (SPV) cells and modules manufactured domestically as per specifications and testing requirements fixed by the Ministry of New and Renewable Energy (MNRE). For the supplies to be done under this tender, both the solar cells and modules must be made in India and modules shall be from the Manufacturers listed in the ALMM list, published & updated by MNRE from time to time. In the case of crystalline silicon Technology, all process steps and quality control measures involved in the manufacture of Solar Cells and Modules starting from wafers until the final assembly of the Solar Cells into modules shall be performed at the works of PV Manufacturers in India.”

PUBLIC PROCUREMENT POLICY:

The document mentioned, “To the Ministry of New & Renewable Energy (MNRE) Order No 283/22/2019-Grid Solar Dated 23rd Sep 2020 for the public procurement (Preference to Make In India) including any amendments thereto, to provide purchase preference (linked with local content) concerning Renewable Energy (RE) Sector & Department for Promotion of Industry and Internal Trade (DPIIT) Notification dated 4th June 2020.”

The document added, “It included any amendments, the procurement of Solar Modules for the subject tender will be supplied through Class I Local Suppliers only. A Class-I local supplier’ is a Supplier or Service Provider, whose Goods, Services, or works offered for Procurement, have local content equal to or more than 50%, as defined under the above-said orders. 5 All statutory and Government approvals issued from time to time will prevail for the tender document and the bidders have to abide by that. Ex.: ALMM, Public Procurement, DCR regulation issued by MNRE, etc.”

The selection of the Supplier for the “The Manufacturing, Testing, Packaging and Forwarding, Supply and Transportation of 900 MWP Domestically Manufacturing Solar PV Modules with Domestically Manufacturing Solar Cells” will be carried out by Solar Energy Corporation of India (SECI) Limited.”

The Bidder selected shall be responsible for the performance of the following scope of supply (more detailed in this tender document): “The Manufacturing, Testing, Packing and Forwarding, Supply and Transportation of 900 MWp Domestically Manufactured Solar PV Modules with Domestically Manufactured Solar Cells”. The above scope of supply is indicative, and the detailed scope of supply is given in the Scope of Supply and Technical Specification (Section – VII) of the Tender Documents.

EMD/Bid Securing Declaration shall be enclosed in a sealed envelope and shall be submitted to the office of the Owner (offline) whose mailing address is mentioned in the Bid Information Sheet.
