The Solar Energy Corporation of India Ltd (SECI) has floated a tender calling for proposals for the Balance of System (BoS) package and five years of comprehensive operations and maintenance (O&M) for its upcoming 600 MW/1200 MWh standalone Battery Energy Storage System (BESS) project at Kolimigundla, in Nandyal district of Andhra Pradesh.

The request for proposals (RfP), issued on August 20, follows SECI’s earlier tender this month for the supply and installation of the DC package of the same project. This AC package focuses on BoS systems, covering all works required for commissioning the project, excluding BESS components such as containers, PCS, EMS, and associated cabling.

Scope of Work

The BoS scope includes design, engineering, procurement, supply of equipment, testing, inspection, logistics, site storage and handling, civil works, installation, erection, testing and commissioning of the project on a turnkey basis, along with performance demonstrations. The successful contractor will also be responsible for five years of comprehensive O&M.

The upcoming project, to be connected with the Kurnool-3 substation of the ISTS network, is part of the implementation of Tranche-2 of the Market Component of the Government’s Viability Gap Funding (VGF) scheme for advancing large-scale battery energy storage solutions in India.

The tender specifies a bid processing fee of INR 25,000 plus GST, payable through NEFT/RTGS, while an Earnest Money Deposit (EMD) of INR 86,600 per MW must be submitted in the form of a Bank Guarantee, POI, or Surety Bond. 

A pre-bid meeting is scheduled for August 28, 2025, with the bid opening set for September 10, 2025. The last date for online bid submission is September 22, 2025, while offline submissions will be accepted until September 24, 2025.

The selection will be based on an e-reverse auction (e-RA), with details to be shared with eligible bidders via email. Interested parties must register on the Electronic Tendering System (ETS) portal at www.bharat-electronictender.com to participate.

Furthermore, as per the tender guidelines, the entire 600 MW/1200 MWh AC package will be awarded to a single bidder or its parent/affiliate/group company, ensuring integrated responsibility for the balance of system supply and execution.

The Kolimigundla project is expected to be one of the country’s largest standalone battery energy storage facilities, supporting India’s renewable grid integration and future energy market operations. SECI highlighted that the project will help demonstrate the operational and commercial viability of BESS infrastructure under market-based mechanisms.
