SECI Extends Bid Deadline for 200 MWdc Solar Plus 50 MW Storage Tender

SECI has extended the bid submission deadline for its tender for 200 MWdc solar PV project along with 50MW /150 MWh storage in Chhattisgarh.

The Solar Energy Corporation of India (SECI) in its latest notification has extended the bid submission deadline for its tender for the design, engineering, supply, construction, erection, testing and commissioning of 100 MWac solar PV project (200 MWdc capacity) along with 50MW /150 MWh Battery Energy Storage System (BESS) along with 10 years plant O&M at Rajnandgaon, Chhattisgarh.

The last date for bid submission has been extended from November 27, 2020, to December 15, 2020. And the techno-commercial bids will now be opened on December 15, 2020, as well.

Previously, SECI has once before extended the bid submission deadline for this tender. In October, SECI had extended the deadline from October 27, 2020, to November 27, 2020. The RfS for the project was issued in September and the first pre-bid meeting conducted on September 30, 2020. 

The nodal agency had applied for financing from the World Bank toward the cost of the project of innovation in solar power and hybrid technologies and intends to apply part of the proceeds toward payments under the contracts that will be signed under this tender.

The scope of work for the selected bidders will include the design, engineering, supply, construction, erection, testing and commissioning of the 100 MW (ac) solar PV project along with 50MW/150 MWh BESS at Rajnandgaon, Chhattisgarh. The developers will also be required to provide comprehensive operations and maintenance services for the plant for a period of 10 years from the date of successful commissioning.

To be eligible for participating in the bidding process, the bidder should have experience in the renewable energy segment through contracts in the role of contractor, subcontractor, or management contractor for the last three years. And should have successful experience in engineering, procurement, and construction (EPC) of ground-mounted solar power projects of a cumulative capacity of at least 50 MW or at least two projects having an individual capacity of 10 MW in the last five years. The projects should have been in operation for at least six months before the last date of bid submission.

Recently, BHEL had intimated that it is participating in this tender in Chhattisgarh. In line with which, the firm has issued a tender seeking to enter a pre-bid tie-up for the 50 MW/ 150 MWh Battery Energy Storage System (BESS) part of the tender, having 10 years plant O&M. The firm that is selected will be responsible for the desired performance of the offered BESS system including survey, planning, design, engineering, manufacturing, testing, insurance, supply, installation and commissioning, comprehensive AMC on a turnkey basis.

The last date for submission of applications is December 3, 2020, and the bids will be opened on the same date.
