RERC Orders Firm to Pay Transmission, LPS and SLDC Charges

Kishangarh Hi-Tech Textiles Park Ltd. has wind projects of 8.4 MW in Jaisalmer

The Rajasthan Electricity Regulatory Commission (RERC) has ordered Kishangarh Hi-Tech Textiles Park Ltd. to pay transmission, state load dispatch center (SLDC) charges and late payment surcharge (LPS) to Rajasthan Vidyut Prasaran Nigam (RVPN).

RVPN had petitioned the RERC requesting to provide relief in the matter of non-payment of transmission charges, SLDC fees, and other charges, by Kishangarh Hi-Tech Textiles Park Ltd., owner of four wind projects of capacity 2.1 MW each.

According to RVPN’s submission, the wind project owner failed to make payment of Rs. 1,45,24,687 towards transmission charges, incentives, LPS bills and Rs. 17,55,681 towards SLDC fee for the period from March 2018 till June 2019.

RVPN also submitted that as of June 15, 2020, the company has not made payment of transmission charges totaling Rs. 1,18,45,551 and SLDC Charges including LPS of Rs.19,07,090. The company had submitted that RVPN had disconnected its wind power projects.

After going through submissions made by all parties, RERC stated that (Terms and Conditions for Open Access) Regulations, 2016 provides for charges for Open Access. RERC asked the firm, Kishangarh Hi-Tech Textiles Park Ltd., to pay the dues pertaining to transmission charges and SLDC Charges including LPS within 30 days.

In its order, the RERC also specified that RVPN is at liberty to allow installments of outstanding amount and re-connection of the wind power generating units.
