REMCL Awards 1,000 MW RTC Tender at Rs 4.35/kWh to ACME, ReNew, Jindal Green and Others
Railway Energy Management Company (REMC) Limited, a Joint Venture (JV) between the Railways and Rail India Technical and Economic Service (RITES), has recently awarded its 1 GW (1,000 MW) Round-The-Clock (RTC) tender to six winning bidders. Originally, nine bidders participated in this tender. REMC awarded the bids at a uniform rate of Rs. 4.35/kWh for the project, five months after issuing the tender in August 2025.
The tender awarded the largest portion of the project to ACME Solar Holdings for 1 GW (1,000 MW), followed by ReNew Power (200 MW), Bhalki Solar Power (200 MW), Purvah Green Power (180 MW), Jindal Green (150 MW), and Ayana Renewables (140 MW). Other companies that bid for this project but failed to meet the cut-off tariff rate are Solarcraft Power India, Jindal India Power, and Reliance Industries.
In 2023, Bengaluru-headquartered Ayana Renewable Power secured a 300 MW project in the REMCL RTC tender. Other winners in the tender were NTPC, which won a 500 MW bid, and O2 Power secured a 60 MW allotment at a levelised tariff of Rs 4.10.
Later in 2024, the Indian Railways chose six renewable energy companies to develop 750 MW of Round-The-Clock (RTC) renewable power. It selected NTPC Renewable Energy, ReNew Solar Power, Tata Power Renewable, O2 Power, ACME Cleantech, and Torrent Power for the ambitious project. It has awarded the highest of 200 MW capacities each to ReNew Solar and NTPC Renewable Energy.
On the other hand, Torrent Power, O2 Power, and ACME Cleantech have been given 100 MW capacities each. On the other hand, Tata Power got an allotment of 50MW of solar power. Torrent is said to have quoted the lowest bid in this at the rate of Rs 4.25 per unit.

About The Tender
REMCL tender contracted a higher capacity than the original 1 GW tendered for the project. Under the tender, it has previously been clarified that the contracted project capacity can be more than 1,000 MW. The tender clarified that the ‘Project capacity’ means the rated AC capacities of Renewable energy (RE) components/ESS as declared to be installed under the PPA, and the installation of these RE components/ESS will be verified by the commissioning committee.
Moreover, the tender allows the renewable energy project to be developed with or without storage, including the dedicated transmission network up to the Interconnection/ Delivery Point. The developer would construct it at its own cost and seek all approvals, permits, and clearances required for setting up the Project and/or dedicated transmission network up to the interconnection/delivery point (including connectivity).
The tender mandates the developer to set the Scheduled Commissioning Date (SCD) 30 months for the project from the Effective Date of the PPA. The maximum time period allowed for commissioning of the full Project Capacity with applicable liquidated damages is limited to 6 months from the SCD or the extended SCD.
