Rajasthan Electronics & Instruments Limited (REIL) has issued a tender, inviting bids from interested bidders for setting up 3.6 MW grid-connected rooftop solar PV projects in Mandideep, Bhopal (Madhya Pradesh).

The scope of work for the selected bidders will include the design, engineering, supply, construction, erection, testing and commissioning of the rooftop solar projects. The developers will also be required to provide comprehensive Operation and Maintenance (O&M) services for the plant, for a period of 10 years from the date of successful commissioning. The solar PV modules and inverters for the 3.6 MWp projects will be supplied by REIL at the site.

The last date for bid submission is March 24, 2020, and the techno-commercial bids will be opened on March 25, 2020. The date and time of opening of the price bids will be intimated to the technically cleared bidders later. All bids must be accompanied by an Earnest Money Deposit of Rs 13.5 lakh.

As per the tender, there are around 55 sites having capacity ranging from less than 10 kW to more than 500 kW. The maximum capacity of each rooftop project shall be limited to capacity as mentioned in the rooftop solar policy of Madhya Pradesh. Each project shall be separately connected with the grid and shall have separate meters at the delivery point.

To be eligible for participating in the bidding process, the bidder should have designed, supplied, erected/ supervised erection and commissioned/ supervised commissioning of grid-connected rooftop solar projects of cumulative installed capacity of 2 MW or higher, out of which at least one plant should have been of 75 kWp or higher capacity at a single location. The aforesaid installed capacity should have been successfully commissioned within a period of five years reckoned prior to six months before the date of bid opening. The reference plant of 75 kWp or higher capacity must have been in successful operation for at least continuous six months during the period of last 5 years and 6 months prior to the date of bid opening.

Financially, the Minimum Average Annual Turnover (MAAT) of the bidder in the last three financial years (i.e. FY 2016- 2017, 2017-2018 and 2018-2019) should be Rs 10 crore. And, the net worth of the Bidder should be minimum Rs 1 crore and shall not be less than 100 percent of the bidder’s paid-up share capital as on the last day of the preceding financial year.

Recently, REIL has issued another tender for setting up of solar PV based power plants with capacities ranging from 500 kWp to 2 MWp or more at various locations/ substations of Maharashtra State Electricity Distribution Company Limited (MSEDCL) in the state of Maharashtra.
