Power Grid Corporation of India (Powergrid) has issued the battery energy storage system (BESS) tender in Odisha (BESS-04) to develop six standalone Battery Energy Storage System (BESS) projects of 500 MWh (125 MW × 4 hours) with Viability Gap Funding (VGF). Powergrid tender includes Power System Development Fund (PSDF) support, where it proposes to set up a 20 MW/80 MWh BESS at Basta, Odisha. Bids have been invited until February 18, 2026.
About The Tender
Solar Energy Corporation of India (SECI), acting as the bid process coordinator on behalf of GRIDCO Limited, has invited bids for six grid-connected standalone Battery Energy Storage System (BESS) projects with a total storage capacity of 500 MWh (125 MW × 4 hours). The Odisha government has designated GRIDCO as the implementing agency for BESS projects in the state, with Viability Gap Funding support provided through the Power System Development Fund (PSDF).
If Powergrid emerges as the successful bidder and receives a Letter of Award from SECI or GRIDCO, it or its nominated entity will develop the 20 MW/80 MWh BESS project at Basta, Odisha, under a Build, Own and Operate (BOO) model.
The Basta project will include a standalone 20 MW/80 MWh BESS, along with the battery system, power conversion system (PCS), PCS transformers, and connectivity to a 33 kV feeder at an OPTCL substation.
Requirements
Powergrid has specified that bidders must have maintained a positive net worth over the last three financial years. In addition, liquid assets and/or evidence of access to credit facilities must be at least ₹14.58 crore.
For tariff-bidding purposes, the projects have been grouped into three clusters—Cluster-1, Cluster-2, and Cluster-3—each comprising two projects. The Basta project falls under the programme for the selection of BESS developers for six standalone projects with a cumulative capacity of 500 MWh (125 MW × 4 hours) in Odisha, supported by VGF through the PSDF under the TBCB framework.
