The Philippines’ Department of Energy (DOE) is advancing a long-term Green Energy Auction (GEA) pipeline that will add at least 25 GW of renewable capacity through annual competitive bidding rounds until 2035. Project deliveries are expected to begin as early as 2027.
The expansion is designed to strengthen supply reliability, diversify the generation mix, and accelerate the country’s energy transition.
Under the leadership of President Ferdinand Marcos Jr, the government has reaffirmed its commitment to achieving 35 percent renewable energy in the power mix by 2030 and 50 percent by 2040.
Auction Structure: GEA-6 to GEA-9
The next four auction rounds — GEA-6 to GEA-9 — will be conducted in 2026 and 2027, covering a wide range of technologies.
GEA-6 (Q1 2026) will auction onshore wind and floating solar.
GEA-7 (2026) will focus on rooftop solar and solar-plus-battery energy storage systems (BESS), in collaboration with the Mindanao Development Authority.
GEA-8 (late 2026 or early 2027) will introduce specialised formats including solar on stilts with the Department of Agriculture, AgriSolar with the Department of Agrarian Reform and the Department of Agriculture, and canal-top solar with the National Irrigation Administration.
GEA-9 (2027) will include biomass, geothermal, solar, hydropower, and onshore wind.
For the 2027–2028 delivery window, the DOE is targeting at least 3,200 MW of solar capacity (excluding floating solar) across Luzon, Visayas, and Mindanao, along with 85 MW of rooftop solar in Visayas and Mindanao.
An additional 5,565 MW of other technologies is earmarked for commissioning between 2028 and 2035.
Subsequent bidding rounds for the remaining capacity under the 25 GW target will be scheduled based on project readiness, renewable energy contracts or certificates of award, power supply-demand conditions, and grid availability.
Industry Engagement and Investment Visibility
The auction roadmap was presented by DOE Renewable Energy Management Bureau Director Marissa P. Cerezo during the Renewable Energy Investment Forum held on 13 February 2026 at Seda BGC in Bonifacio Global City.
“By preparing a clear, auction-backed pipeline, we are giving developers and financial institutions the market visibility they need to plan, mobilize capital, and deliver projects on schedule,” said Secretary Sharon S Garin.
Renewable Energy Offtake Guide Launched
At the same forum, the DOE introduced the Renewable Energy Offtake in the Philippines guide to help investors and developers navigate the country’s evolving clean energy market.
“As the Philippines accelerates toward its targets of 35% renewable energy share by 2030 and 50% by 2040, clarity in how power is sold, priced, and monetised becomes just as critical as how it is generated,” Secretary Garin stressed.
The guide consolidates available offtake mechanisms, including competitive procurement by distribution utilities, participation in the Wholesale Electricity Spot Market, the Green Energy Auction Program, retail and direct supply arrangements, net-metering and distributed systems, ancillary services, renewable energy certificates, and carbon credits. It also outlines fiscal and non-fiscal incentives.
These pathways are organised under three pillars: Sale of Capacity, Sale of Certificates, and Incentives.
GEA Progress and Current Energy Mix
Launched in 2022, the GEA is a competitive bidding mechanism aimed at attracting private investment into renewable projects.
The most recent completed round, GEA-4, awarded 10.2 GW of capacity in November 2025, including over 4.1 GW of ground-mounted solar, 2.3 GW of floating solar, and 2.2 GW of onshore wind.
Renewables currently account for around 21 percent of the Philippines’ power generation mix. Hydropower contributes 9 percent, geothermal 8 percent, wind and solar 4 percent, and biomass 1 percent.
