OREDA Floats Tender for Rooftop Solar Projects Across Universities In Odisha

The Odisha Renewable Energy Developent Agency (OREDA) has now issued a tender inviting eligible bidders to participate in the implementation of on-grid rooftop solar projects across government universities in the state. The move is aimed at accelerating the adoption of renewable energy within Odisha’s higher education infrastructure and reducing dependence on conventional grid power.

According to the tender notice, the scope of work is comprehensive and covers the entire lifecycle of the project. The selected bidder will be responsible for design and engineering, supply and installation, as well as testing and commissioning of the rooftop solar systems. In addition, the contractor will undertake comprehensive operation and maintenance (O&M) of the installations for a period of ten years, ensuring sustained performance and long-term asset reliability.

Capacity Based On Consumption Profile 

The rooftop solar systems will be deployed in varying capacities depending on the specific requirements and rooftop feasibility of individual institutions. Among the universities referenced in related communications are Biju Patnaik University of Technology in Rourkela and other organizations in Berhampur. The capacity allocation is expected to align with each institution’s consumption profile and available infrastructure.

The tender specifies that the systems will be roof-top solar PV on-grid installations, though detailed technical specifications, qualification criteria and system parameters are available in the technical bid documents hosted on OREDA’s e-procurement portal. Bidders are required to adhere strictly to the prescribed standards outlined in the tender documentation.

Timelines

As per the schedule outlined in the notice, a pre-bid meeting will be held virtually on February 21, 2026. The deadline for online bid submission is February 27, 2026, by 5:00 PM, while the deadline for submission of hard copies, including the cost of bid, bid security and power of attorney, is March 05, 2026, by 5:00 PM. The notice also mentions a tentative technical bid opening date of February 06, 2026, at 3:00 PM, which appears chronologically inconsistent with the submission timeline and may indicate a typographical error.
