The New York State Energy Research and Development Authority (NYSERDA) has announced a USD 300 million competitive solicitation to support the development and enhancement of maritime ports across the state.

The initiative aims to expand New York’s capacity to serve the offshore wind industry while creating multi-use port facilities that support a broad range of maritime activities.

Officials said the projects under this program are designed to revitalize working waterfronts, attract private investment, and create thousands of well-paying jobs, furthering the state’s clean energy and economic growth objectives.

“At the core of this effort is the recognition that ports must evolve to support multiple industries and technologies,” said Doreen M Harris, NYSERDA President and CEO. “This solicitation will enable port development that not only supports offshore wind projects but also drives multi-purpose infrastructure capable of adapting to market demands, while ensuring long-term stability and economic development across New York.”

Funding and Implementation Framework

NYSERDA’s new solicitation will be conducted in multiple rounds until the full USD 300 million is committed. 

The funding will repurpose USD 200 million previously allocated through the 2024 Offshore Wind Supportive Manufacturing and Logistics solicitation, with additional support coming from New York State capital appropriations for offshore wind port, manufacturing, and supply chain development.

Advancing Jobs and Clean Energy Transition

Roberta Reardon, Commissioner of the New York State Department of Labor, underscored the employment potential of the program, stating, “Investments into New York’s waterfronts are projected to create thousands of good-paying jobs across the state. The Department of Labor is committed to developing our workforce to seize these opportunities while supporting Governor Kathy Hochul’s clean energy and climate goals.”

The development comes at a crucial time with US President Donald Trump administration cracking down on offshore wind and other renewable projects through various measures this year.
