NVVN To Solarise Premises of BEML With Rooftop Solar, Issues Tender Photograph: (Archive)
NTPC Vidyut Vyapar Nigam Limited (NVVN) has planned to solarise the premises of BEML Limited, a Government of India–owned public sector undertaking engaged in the manufacture of heavy equipment for the defence, mining, rail and metro, and construction sectors.
Under the initiative, NVVN proposes to develop rooftop solar power projects with a cumulative capacity of 1,250 kW across multiple BEML locations in India.
Scope of Work
According to the tender document, the scope of work covers the design, engineering, supply, installation, testing, commissioning, and comprehensive operation and maintenance of grid-connected rooftop solar systems at various BEML premises. NVVN noted that the final installed capacity at each site will be determined based on detailed engineering studies and approved system designs specific to individual buildings.
The selected bidder will be responsible for conducting preliminary site assessments, including evaluation of rooftop structural suitability, availability of water and electrical infrastructure, site security, and optimisation of system capacity. The project sites will be handed over on an “as-is-where-is” basis, and bidders are required to independently assess site conditions, access, risks, and contingencies that may impact project execution.
EPC Executions
The scope also includes complete EPC execution, encompassing civil works, mounting structures, erection, testing, commissioning, and integration with existing electrical infrastructure such as mains, ACDBs, feeder pillars, and internal loads. The bidder will be required to obtain all statutory approvals from DISCOMs, TRANSCOs, CEIG, and other authorities for grid connectivity, net metering, net billing, virtual net metering, or behind-the-meter arrangements, as applicable. Supply of equipment can commence only after the requisite connectivity approvals are secured.
In addition, the bidder must deploy a Remote Monitoring System (RMS) for real-time tracking of inverter performance, solar energy meters, and weather parameters, integrated with NVVN’s centralised Solar Energy Data Management (SEDM) platform. The scope further mandates the provision of rooftop access and safety infrastructure, including permanent MS staircases or ladders, GI walkways with anti-skid features, lifelines, fall arresters, and safety nets, in compliance with CEA Safety Regulations, 2023.
