NTPC Tenders for HT Switchgear Package for Solar Project in M’rashtra

State-owned NTPC, India’s largest energy conglomerate, has floated tender inviting eligible bidders for HT switchgear package of Solapur solar photovoltaic (PV) project at Solapur in Maharashtra.

The earnest money deposited (EMD) for the tender is Rs 1 lakh and the tender fee is Rs 1,125 excluding bank charges.

Further, the last date and time for document download is May 26, 2020, up to 5:00 p.m., however, the bids can be submitted until June 11, 2020, till 3:00 p.m. The techno-commercial bid opening date is scheduled on June 11, 2020, at 3:30 p.m.

The detailed scope of work includes –

(i) Supply 3 in a quantity of 11 kV, 630 Amp, 40 kA for 1 sec, free-standing indoor, Icog Vacuum Circuit Breaker with complete accessories and type test.

(ii) Supply of 11 kV VCB panel, fault withstand current 40 kA for 1 Sec STC, 1500 A, AL bus bar switchboard with following components – 3 in a quantity of 1200 A breaker panel with complete accessories and type test; 4 in a quantity of 630 A breaker panel with complete accessories and type test; 2 in a quantity of Bus PT panel; 1 in a quantity of bus coupler with complete accessories and type test.

(iii) Supply 12 in quantity each of metering CT Class 0.2S and metering PT Class 0.2.

(iv) Supply 2 in a quantity of Indoor metering Cubicle suitable for 3 CT, 3 PT and 6 ABT energy meter.

(v) Supervision of installation and commissioning in a lot.

For clearing technical qualifying requirements there are two routes i.e. Route 1 and Route 2.

Under Route 1, the bidder must have manufactured and supplied at least 10 in numbers of 11 kV Switchgear panels with fault rating of at least 40kA for 1 second and 100kA peak, which must be in successful operation for at least 2 years prior to techno-commercial bid opening date.

Along with, it must have manufactured and supplied at least 10 numbers of Vacuum Circuit breakers for 11 kV panels with a rating of 40kA rms Breaking, 100kA peak Making and 40kA withstand for 1 second, which must be in successful operation in 11 kV application for at least 2 years prior to techno-commercial bid opening date.

Under Route 2, the interested bidder must have manufactured and supplied at least 10 numbers of 11 kV Switchgear panels with fault rating of at least 40kA for 1 second and 100kA peak, which must be in successful operation for at least 2 years prior to techno-commercial bid opening date.

Along with, he must be an authorized channel partner of a firm meeting Cl. 1.1 & 1.2. In such a scenario, the bidder must produce the letter of technical support/authorization letter from the firm/entity in respect of Cl. 1.2. The letter of technical support and authorization letter to use Vacuum Circuit Breaker in bidder’s switchgear panel which must be valid for a minimum 18 months from the date of submission of a techno-commercial bid.

For Financial criteria, the average annual turnover of the Bidder, must not be less than Rs 85 lakh during the preceding 3 completed financial years (FY) as on date of techno-commercial bid opening.

Moreover, the bidder’s net worth as on the last day of the preceding FY should not be less than 100 percent of his paid-up share capital. In case the Bidder does not satisfy the net worth criteria on its own, it can meet the requirement of net worth based on the strength of its Subsidiary (ies) and/or holding company and/or subsidiaries of its holding companies wherever applicable. However individually, their net worth should not be less than 75 percent of their respective paid-up share capitals.

Meanwhile, in case the bidder is not able to furnish its audited financial statements on a standalone entity basis, his unaudited unconsolidated financial statements can be considered acceptable provided the bidder further furnishes the following documents on the substantiation of its qualification.

Recently, NTPC has floated another tender inviting eligible bidder for centralised monitoring analytical tool for its 250 MW Mandsaur solar photovoltaic (PV) plant for a period of six months.

The last date and time for bid submission of this tender is May 18, 2020, at 3:00 p.m. and the bid opening date is May 20, 2020, at 3:00 p.m.
