NTPC Renewable Energy Limited (REL) a wholly owned subsidiary of NTPC Limited invited bids for the balance of the system package of a 500MW state transmission utility (STU) connected solar PV project in Bhadla, Rajasthan.

NTPC Renewable Energy Limited (NTPC REL) invited online bids from eligible bidders on single-stage two envelopes (i.e. Envelope-I: Techno-Commercial Bid and Envelope-II: Price Bid). It invited bids for the balance of the system package (Excluding Land and transmission System) of a 1x500MW state transmission utility (STU) connected solar PV project at Bhadla, Rajasthan

The project invited bids for design, engineering, manufacturing, supply, packing and forwarding, transportation, unloading storage, installation, testing, and commissioning of solar photovoltaic plant excluding the supply of solar PV modules.

The tender included the loading, transportation, unloading, and storage (before installation) including F&I charges as applicable from a module storage site located approx. 200 km away from Bhadla Site (i.e. NTPC REL Bhensara), testing and commissioning of solar modules (Supply of PV modules only excluded).

The bid document is available for download from 5th April 2024 to 15th April 2024.

The pre-bid conference and last date for receipt of queries from prospective bidders is 17th April 2024.

The last date and time for receipt of bids comprising both techno-commercial bids and price bids is 1st May 2024 at 15:00:00 (IST).

The date and time of opening of the techno-commercial bid is 1st May 2024

The cost of bidding documents is Rs. 22,500 and all bids must be accompanied by bid security for an amount of Rs. 10 crores in the form as stipulated in the bidding documents.

The technical criterion for bid submission included, “The bidder to have designed, supplied, erected/ supervised erection and commissioned/ supervised commissioning of the balance of the system of solar photo voltaic (SPV) based grid-connected power plant(s). It included projects with a cumulative installed capacity of 40 MWp or higher, out of which at least one plant should have been of 10 MWp or higher capacity. The reference plant of 10 MWp or higher capacity must have been in successful operation for at least six (6) months prior to the date of techno-commercial bid opening.”

Some other criteria included, “The bidder are expected to have developed solar photo voltaic (SPV) based grid-connected power plant(s) of cumulative installed capacity of 40 MWp or higher, out of which at least one plant should have been of 10 MWp or higher capacity. The reference plant of 10 MWp or higher capacity must have been in successful operation for at least six months prior to the date of techno-commercial bid opening.”
The Bidder is expected to have executed in the last 10 years an industrial project either as a developer or as an EPC Contractor in the area of power/ steel/ oil and gas/petrochemical/fertiliser/cement/coal mining including coal handling plant and/ or any other process industry of Rs. 128.5 Crore or more, in a single project or single work and the same should be in successful operation.

Another criterion included. “Successful operation of at least one year for industrial projects other than RE sector i.e., Solar/Wind, and at least six months for projects in RE sector (i.e., Solar/Wind).”

The Bidder should have executed at least one electrical sub-station of 33 kV or above voltage level, consisting of equipment such as 33kV or above voltage level circuit breakers and Power transformer, either as a developer or as EPC Contractor which should be in successful operation for at least one (1) year/ six (6) months# before the date of techno-commercial bid opening. #Successful operation: At least One (1) year for Electrical Substation in Projects other than the RE sector i.e., Solar/Wind. At least Six (6) months for Electrical Sub-station in RE Projects (i.e., Solar/Wind).
