NTPC-Backed TPCL Issues EPC Tender for 50 MW Solar+BESS Project in Sri Lanka

Trincomalee Power Company Limited (TPCL), a joint venture between Sri Lanka's Ceylon Electricity Board and India's National Thermal Power Corporation (NTPC), has issued an EPC tender under phase I for a 50 MWac ground-mounted Solar Power Project with battery energy storage system (BESS). For developing this project in Sampoor, Trincomalee, Sri Lanka, TPCL has sought bids till February 18, 2026. 

Under this tender, TPCL requires the bidders to supply solar modules and a BESS system and undertake the EPC activities, including manufacturing, installation, testing, commissioning, and supply of solar modules and the BESS system. 

Under this mandate of the tender, the bidders are also required to install a BESS of at least 20 MW/20 MWh in Sri Lanka. Additionally, the bidder will have to undertake Operation & Maintenance (O&M) of the solar plant with electrical equipment, BESS, consumables, and spare parts for a period of five years from the date of commissioning of full project capacity. 

Qualification 

Under the scope of the work, the bidder is expected to have experience in designing, supplying, and commissioning a minimum of two 50 MWac or higher capacity solar PV power plants, including associated civil works on an EPC basis. 

The tender requires the bidder to have operationalized such plants for not less than two years before the techno-commercial bid opening date. The bidder should have experience in operationalizing and maintenance of one or more solar power generation projects with 50 MWac or more capacity for a period of more than two years in the past 15 years prior to the date of techno-commercial bid opening.
