NLC India has issued a tender inviting bids for the supply of central inverters for a 600 MW Solar Project in GSECL’s Solar Park at Khavda in
Gujarat. The bids have been sought under a two-part system followed by reverse bidding. This 600 MW Solar Power Project will be developed by NLCIL through its wholly-owned subsidiary NLC India Green Energy Limited. The last date for the bid to be submitted is March 22 while part-1 of the bidding will be thrown open on the same day as well.

The tender mentioned, “This 600 MW solar power project is intended to be developed by It invited online bids for procurement of the central inverter for development of 600 MW solar project in GSECL’s Solar Park at Khavda (GSECL Stage-2). The tender mentioned the cost of the tender document to be Rs 20,000 and the bid guarantee to be Rs.32,84,000. The date for the pre-bid meeting is 6th March 2024. The date and time of opening of part-I and physical cover is 22nd March 2024 at 3 pm.

The tender mentioned a brief scope of work manufacturing, supply, packing and forwarding, transportation which included transit insurance of central inverters and supervision during erection, installation, testing, and commissioning works at the site. This scope of work included a detailed scope of work as mentioned in volume-II (Technical Specification).

The pre-qualifying requirements (PQR) for the bidders included technical criteria, “The bidder should have manufactured and supplied Central Inverters of 1.1 MW or higher capacity to a cumulative capacity of 150MW in one or more orders for Solar Power Plant to Govt. / Quasi Govt. / PSUs. / Public Limited Companies/Private Limited Companies, in last 7 years as on date of Techno-commercial Bid opening.”

It also mentioned, “The supplied central inverter should be in successful operation for at least one year from the date of commissioning as on the original scheduled date of tender opening.”

Financial Criterion 

The financial criterion for the bidder mentioned that “The bidder should have positive net worth as per the latest audited financial statements. The average annual turnover of the bidder should not be less than 19.70 Crore for the last three consecutive financial years as of the originally scheduled date of tender opening. In case a Bidder does not satisfy the annual turnover criteria, stipulated above on its own, its holding company would be required to meet the stipulated turnover requirements as above, provided that the net worth of such holding company as on the last day of the preceding financial year is at least equal to or more than the paid-up share capital of the holding company. In such an event, the bidder would be required to furnish along with its techno-commercial bid, a letter of undertaking from the holding company, supported by their board resolution, pledging unconditional and irrevocable financial support for the execution of the contract by the bidder, in case of award.
