NHPC Issues Tender to Develop 1.2 GW Solar Project in Jalaun, UP

UPNEDA issued a tender to select developers for setting up solar power plants (4×300 MW) for the Jalaun Solar Power Park 1.2 GW in Jalaun district. NHPC has sought online bids for the projects until September 5, 2025.

NHPC Issues Tender To Develop 1.2 GW Solar Project In Jalaun, UP

On behalf of Bundelkhand Saur Urja Limited, a joint venture between NHPC and the Uttar Pradesh New and Renewable Energy Development Agency (UPNEDA), NHPC floated a tender inviting developers to set up four solar power projects of 300 MW each (totaling 1,200 MW) at the Jalaun Solar Power Park in Uttar Pradesh. Online bid submissions are open until September 5, 2025.

The NHPC tender expects the developer to undertake all the preparatory activities like land development, evacuation infrastructure from the PV plant up to the Pooling Substation (33kV incomer side), and entering into appropriate contracts for the development of the Solar Park. The tender specifies that the Scheduled Commencement of Supply Date (SCSD) for the solar power plants will be 18 months from the effective date of the Power Purchase Agreement (PPA). To qualify, a bidder must have a net worth of at least ₹79.48 lakh per MW of the quoted capacity, as of the last date of the previous financial year or within seven days before the bid submission deadline.

The tender allows a maximum allocation of 600 MW (50% of the total capacity) to a single vendor, while the minimum bid size is set at 300 MW. Bidders must quote in multiples of 300 MW. The total capacity allocated to a bidder, including its parent, affiliate, ultimate parent, or any group company, shall not exceed 600 MW. Bidders are required to quote a fixed levelised tariff for the full 25-year project duration.

Bidders must quote an all-inclusive tariff, covering all applicable taxes, duties, and levies related to ownership, operation, and maintenance of the respective units. The tariff must also include a trading margin of ₹0.07/kWh and facilitation charges of ₹0.05/kWh. Price evaluation will be based on the quoted tariff, which must be less than or equal to ₹2.80/kWh. Any bid quoting a tariff above ₹2.80/kWh for any project will be summarily rejected.
