NCRTC Invites Bids for 110 MW Captive Solar Project in Uttar Pradesh

The National Capital Region Transport Corporation Ltd. (NCRTC), a joint venture between the Government of India and participating states, has invited electronic-bids through an open tender to select a solar power developer for a 110 MW (AC) grid-connected solar PV project in Uttar Pradesh.

The project will operate under the captive mode and be awarded through an open competitive bidding process following a single-stage, two-packet system. The selected developer will be required to complete the project within 18 months from the signing of the Power Purchase Agreement (PPA).

Bid Security and Submission Requirements

The bid security amount is set at INR 6.6 crore, which must remain valid until 20 April 2026 in the case of a bank guarantee. It can be submitted via bank guarantee, demand draft, banker’s cheque, or fixed deposit receipt (FDR). 

Original bid securities must be delivered physically to the employer’s office by 25 September 2025, with scanned copies uploaded alongside the online submission. Bids lacking the original physical bid security will be rejected.

Bid documents are available for free download from 11 August 2025 to 25 September 2025, via the e-procurement portal. The last date to submit clarification requests is 29 August 2025. 

A pre-bid meeting will be held on 26 August 2025 at 11:00 AM through video conferencing, and interested bidders must request access at least two days in advance.

The online bid submission window opens on 18 September 2025 and closes on 25 September 2025. Technical bids will be opened on 26 September 2025, while the date for opening financial bids will be announced later to technically qualified bidders.

All bidding activities will be carried out exclusively through the e-procurement portal, and no manual bids will be accepted, as per the official tender invite. Prospective bidders must be registered on the portal and possess a valid Class-III digital signature certificate.
