The Ministry of New and Renewable Energy (MNRE) has issued the final application form for the enlistment of solar cell manufacturers under the Approved List of Models and Manufacturers (ALMM). This move follows MNRE’s recent announcement to bring solar cell makers under the purview of the ALMM framework.

According to the ministry, the final application form was released after thorough consultations with key stakeholders. The form outlines specific restrictions and requirements for solar cell manufacturers seeking inclusion in the ALMM list. Notably, from June 2026 onwards, Indian solar module manufacturers will be mandated to use domestically produced solar cells that are listed under ALMM.

The application form specifies that pre-processed wafers or wafers with pre-formed PN-junctions will not be eligible for ALMM enlistment. Additionally, the form requires manufacturers to provide detailed information about the source of raw materials used in cell production. For instance, manufacturers must specify whether they are applying for the enlistment of a single solar cell technology or multiple technologies.

The document also mandates that manufacturers disclose technical specifications such as cell dimensions, thickness, number of busbars (front and back), mean and maximum wattage, and efficiency levels. Further, manufacturers must share details on the origin and characteristics of the wafers used.

Declare Foreign Collaborations 

In addition to technical information, manufacturers are required to declare any foreign collaborations, as well as ownership of design rights. Other required details include ISO certifications and the location of their assembly units.

Furthermore, the application asks firms to submit records related to their raw material procurement, sales data, profit and loss statements, and balance sheets for the past three financial years.

In India, while the current solar cell capacity lies close to 25 GW with around 7-8 solar cell manufacturers, around 40 solar module manufacturers, Saur Energy talked to have announced their solar cell manufacturing plans. With the inclusion of the new capacity, India’s domestic solar cell manufacturing capacity is likely to touch 80 GW to 100 GW soon, if all such plans become a reality.
