MNRE Extends Rooftop CFA Window, Tightens Vendor Rules

The Ministry of New and Renewable Energy (MNRE) has amended the operational guidelines for the PM-Surya Ghar: Muft Bijli Yojana (PMSG: MBY), specifically with regard to the provision of Central Financial Assistance (CFA) for residential consumers. The ministry has also sought feedback from implementing agencies on operational challenges encountered during the scheme’s rollout across states and Union Territories.

As part of the revision, MNRE has extended the CFA claim window for residential rooftop solar projects. Under the updated Phase II guidelines of the Rooftop Solar (RTS) programme, CFA claims will now be admissible for redeemed and inspected sites from October 2024 to December 31, 2025.

The amended regulations introduce strict rules for applicants who have submitted their applications but haven't installed the project as of April 1, 2025. In such cases, the MNRE has revised the guidelines to make these applications ineligible and remove them from the database. Affected consumers may reapply at a later stage.

The draft amendments also empower MNRE to define minimum technical specifications to be followed by all vendors supplying RTS systems under the scheme. Vendors will be responsible for ensuring compliance with these specifications, and compliance will be verified by distribution companies (DISCOMs) during site inspections.

The Ministry may amend these technical specifications prospectively, subject to approval by the Secretary, MNRE. The minimum requirements will be binding on all vendors, and DISCOMs will be required to check these specifications during ito ensure system conformity.
