MNRE Amends ALMM Procedure for Wind Turbines, Grants Exemptions for Existing Projects

The Ministry of New and Renewable Energy (MNRE) has now issued an amendment to the procedure for inclusion and updating of Wind Turbine Models in the Approved List of Models and Manufacturers (ALMM) for wind turbines. The move aims to provide relief to the ongoing wind power projects in light of supply chain constraints in India. 

In a latest office memorandum dated, the ministry said the amendment modifies provisions of its earlier order issued on July 31, 2025. The latest order particularly modigfies provisions concerning compliance-related to critical components such as main bearings, yaw bearings and pitch bearings.

Relief for Already Bid Projects

The ministry clarified that projects where bids were closed before July 31, 2025 and that are scheduled to be commissioned within three years of the issuance of the earlier order will be exempted from compliance with the amended requirements.

It added that the main bearings requirement under the revised procedure will not apply to projects already bid or to be bid before July 31, 2027. The mandate will be implemented only after a review of supply chain conditions.

Additional Exemptions for Wind Projects

MNRE further stated that wind projects to be commissioned within 18 months from July 31, 2025 under Captive, Open Access or Third-Party sale modes will receive additional exemptions. These include:

• A one-year exemption for compliance related to yaw and pitch bearings, valid until January 31, 2028.

• A two-year exemption for main bearing requirements, valid until January 31, 2029.

The ministry noted that all other provisions of the July 31, 2025 order remain unchanged. The amendment has been issued with the approval of the competent authority and aims to support project execution timelines while addressing supply chain challenges in the wind sector.
