Mahatransco Invites EoIs to Empanel Global EPC Partners for 2 GW/4 GWh BESS Project
The Maharashtra State Electricity Transmission Company Limited (Mahatransco) has invited Expressions of Interest (EoIs) to empanel EPC partners via Global bidding to develop 2,000 MW / 4,000 MWh (one cycle) Battery Energy Storage Systems (BESS) project.
The exact bidding capacity will be communicated to the empanelled EPC partners before the submission of commercial bids. Bidders are required to submit their proposals by October 24, 2025.
Mahatransco (MSETCL) is seeking bids from private limited or limited companies, state PSUs, or central PSUs with prior experience in installing, supervising, and commissioning similar projects.
Once implemented, the BESS facilities will help Maharashtra manage renewable intermittency, reduce grid curtailment, and enhance power reliability during peak demand periods.
Scope of Work
Bidders must meet the minimum criteria regarding technical experience and financial standing. They should have experience in manufacturing and supplying batteries with a minimum capacity of 20 MWh for battery energy storage systems. At least one reference project must include a single order of 5 MWh capacity that has been successfully commissioned at least six months before the techno-commercial bid opening date.
The selected EPC partner would undertake comprehensive annual maintenance contract (CAMC) of the BESS facilities at identified MSETCL substation locations on a single-point responsibility basis.
Under the Annual Maintenance Performance Bank Guarantee (AMPBG), the EPC partner is required to furnish a guarantee equivalent to 4% of the total contract price (including comprehensive annual maintenance charges) in favour of MSETCL, issued by a nationalised or scheduled bank.
The AMPBG will remain valid for an initial period of five years and must be renewed every five years, maintaining continuous validity up to 90 days beyond the completion of the comprehensive annual maintenance (O&M) period.
