MPUVNL has issued an RfP for the commissioning of grid-connected and off-grid rooftop solar projects in Madhya Pradesh along with Battery Storage

The Madhya Pradesh Urja Vikas Nigam Limited (MPUVNL) has issued a request for proposal (RfP) for the selection of contractors for the commissioning of grid-connected and off-grid rooftop solar projects in the state. The off-grid installations must include battery storage, however, the developers can choose to add or not add a storage system to the on-grid systems.

The scope of work for the selected bidders will include the design, engineering, supply, installation, testing and commissioning including insurance, warranty, spare parts of the solar rooftop systems to about 25 MWp capacity at various locations in the state. The developers will also be required to provide comprehensive Operation & Maintenance (O&M) of the plants for a period of 5 years from the date of successful commissioning.

The performance of the system supplied, installed & commissioned along with additional work shall be under warranty by the participant for a period of five years from the date of commissioning of the system at the site. This Warranty shall be for a minimum period of five years from the date of commissioning of the complete system.

During the course of aforesaid five years of comprehensive O&M, the contractor(s) will service and maintain the projects. The contractor will have to arrange all required instruments, tools, spares, components (including battery as applicable per se battery life), manpower and other necessary facilities at his own cost. The participant has to ensure proper arrangements for periodic cleaning of panels (at least 18 cycles in a Year excluding the period between July to September period) in order to maintain the required performance expectations.

The last date for bid submission is February 20, 2019, and the techno-commercial bids will be opened on the same date. The price bids will be opened on February 28, 2019. A pre-bid meeting has been scheduled for February 11, 2019, to address the concerns raised by the prospective bidders.

To be eligible for participating in the bidding process, the bidder should have experience in design, engineering, supply, installation, testing and commissioning including comprehensive O&M for different sizes of projects, in the last three years.
