L&T Emerges Lowest Bidder For 100 MW Jharkhand Floating Solar Project

L&T Emerges Lowest Bidder For 100 MW Jharkhand Floating Solar Project JSW, Sunsure, NTPC & Tejorupa Bag SECI’s 1500 MW Solar Tender

Solar Energy Corporation of India Limited (SECI), announced Larsen and Toubro (L&T) Limited as the most advantageous and lowest L1 successful bidder for a 100 MW floating solar PV project.

SECI commissioned this project for operation and management (O&M) design, engineering, supply, construction, erection, testing, and commissioning of the floating solar project for five years. The project is based at Getalsud Dam, Ranchi, Jharkhand.

The EPC price for the project is Rs 6.06 crore, and it’s the final contract price on which the contract agreement will be awarded. The contract as mentioned earlier price has a deemed export benefit component. The tender was awarded for BCD components on modules and inverters amounting to Rs 81.2 crore (excluding GST on BCD value) or Rs 92,40,79,278.92 (including GST on BCD value)}, which will be exempted in line with the declaration as submitted by M/s Larsen and Toubro under the Deemed Export benefit & against the Project Authority Certificate provided by SECI.

SECI mentioned, the EPC price including all taxes and duties to be Rs. 590,37,95,078.63. The absolute O&M price includes GST for five years at Rs. 15,76,14,228.20. The total contract price for the project included taxes and duties at Rs.606,14,09,306.83. The deemed export benefit included in the above taxes and duties at Rs. 92,40,79,278.92

Long History Of Failed Bids

The bids for this project were opened for bidding on 15th March 2023. However, this project suffered a recurrent delay. It has a long history of failure to find a successful bidder. The bids for this project were initially extended from 30th May 2023 to 27th June 2023 and from then the date for bidding has been extended five times. The bids were first extended to 24th August 2023, later pushed to 14th September 2023, and further revised to 10th October and then to 31st October 2023, 21st November 2023, and 04th December 2023. After recurrent delays in the commissioning of the project, the project has finally declared Larsen and Toubro (L&T) as the lowest bidder for the project.
