KUSUM Comp-C: SJVN Green Floats Fresh 733 MW EPC Tender for Solar Project in Maharashtra

SJVN subsidiary SJVN Green Energy Limited (SGEL) has issued an EPC tender to establish 733 MW (AC) capacity comprising 61 solar power systems in Maharashtra. The tender mandates the EPC contractor to develop the solar power systems, including identifying and arranging the required land. Bids have been invited until September 19, 2025.

The scope of work includes the complete transfer of ownership/sub-lease of land in favor of SGEL, along with the development of land, buildings, plant, and other EPC services, as well as operation and maintenance (O&M) of the power plant for three years.

SGEL said that under this tender, it has entered into Power Purchase Agreements with MSEDCL in response to a tender dated January 25, 2024, issued by MSEB Solar Agro Power Limited (MSAPL). The projects will be located at various sites within 10 km of substations listed in Maharashtra, along with a power evacuation system up to the interconnection point for the allocated capacity. The scope also includes three years of O&M of the solar PV plants, along with the evacuation system up to the interconnection point.

Background

SGEL has previously secured 1,352 MW of solar projects under the Mukhya Mantri Saur Krushi Vahini Yojana (MSKVY) 2.0 scheme, launched for feeder-level solarisation under Component C of the PM-KUSUM scheme. On July 1, 2025, it had also issued a tender for developing 951 MW (74 projects) under MSKVY 2.0 (PM-KUSUM Component C) in Maharashtra.

Under this tender, out of the total eight groups, only two groups (Group-1 and Group-2) were successfully finalized, while the remaining six groups (Group-3 to Group-8), with a cumulative capacity of 733 MW solar project, remained unsubscribed and are now being retendered through this fresh bidding process. The selection of the EPC contractor for the remaining six groups will be carried out under this process.

Within group 3 of this tender, the bidder would be required to build a 154 MW solar project spread across five projects of different capacities. This includes a 127 MW solar project with a Central Monitoring System under the scope of Group 4, a 105 MW solar project under Group 5, a 135 MW solar project under Group 6, and a 109 MW solar project under Group 7.

The tender mentioned, "The maximum capacity allocation to a single bidder would be all six groups (Group 3 to 8 of with the remaining cumulative capacity of 733 MW.  The land required for the solar projects shall be arranged by the EPC contractor, except for the parcels for which SGEL has executed land lease agreements. However, since the land lease agreement executed by SGEL for Project No. 29 covers less than four acres per MW, the contractor must acquire the remaining land. Additionally, the use of non-DCR modules is permitted for the development of projects under this tender."
