NHPC Limited, on behalf of its subsidiary NHPC Renewable Energy Limited (NHPC REL), has issued a tender to select developers for installing rooftop solar plants on buildings of various departments in Jammu & Kashmir through JAKEDA in RESCO mode.
The various buildings being targeted for rooftop solar installations are housed in the departments of Law Justice, Jal Shakti, Irrigation Flood Control, Forest, Ecology Environment, and Home.
Categories and Costs
The tender entails the associated costs of the bid document. For categories 1, 2, and 3, the bid documents cost INR 5,000 each, while category 4,5,7 and 8 come at a cost of INR 1500 each. Category 6 costs the lowest at INR 1,000. The payment of the bid document shall be in the form of a demand draft from a nationalized or scheduled bank in favour of NHPC Ltd., payable at Faridabad.
Similarly, for various categories, bid security, or the Earnest Money Deposit, varies accordingly. Category-1 is valued at INR 32,44,000, while Category-2 is the most costly at INR 50,94,000.
Others include Category-3 estimated at INR 47,66,000, Category-4 at INR 9,91,000, and Category-5 costing INR 12,72,000. Categories 6, 7, and 8 cost INR 3,56,000, INR 18,50,000, and INR 11,64,000, respectively.

The document download started on June 16. The online bid submission will start from June 18, 2025 and can be submitted till July 16, 2025. The last date of offline submission is extended 2 days till July 18.
To qualify technically, the bidder must meet at least one of the following conditions: They should have designed, supplied, installed, and commissioned solar power plants with a total capacity of at least 400 kWp, including at least one plant of 40 kWp or more. Alternatively, the bidder can be a solar power plant developer with similar experience and capacity. Another option for eligibility is that the bidder should have completed, within the last 10 years, a single project worth at least Rs 4 crore—either in the process industry or infrastructure development—as a developer or EPC contractor.
The commissioning period of the projects is nine months from the date of signing the PPAs. For more details, check the official RfS.
