The Jammu and Kashmir (J&K) government recently constituted an appraisal committee for renewable energy projects in the state. As per its recent order, the government sanctioned the constitution of the Technical Appraisal Committee (TAC).

This TAC was formed for the implementation of renewable energy projects worth more than 12 crores. These projects are expected to be implemented by the science and technology department. The 10-member committee was constituted to examine and provide technical vetting of details project reports, and DPRs/project proposals as per procedure laid down in the general financial rules, 2017. These guidelines were issued by the Ministry of New and Renewable Energy (MNRE). It furnished recommendations regarding the provision proposed in the DPRs.

Additionally, the committee is also expected to examine and technically vet all the components of the DPR including design, rates, technology adopted, etc. The committee is also expected to share recommendations/suggestions on the viability of the proposed solution on DPRs/.  The committee’s role included ensuring strict compliance to all the rules, and procedures issued by the government from time to time while vetting the DPRs.

Earlier this year, a meeting was held by Union Minister for Power and New and Renewable Energy (MNRE) RK Singh on February 22 regarding finalizing the structure for operationalizing the scheme for Viability Gap Funding (VGF) for the development of Battery Energy Storage Systems (BESS) with a capacity of 4,000 Megawatt Hours (MWh).

The minister emphasized that the price of Battery Energy Storage Systems (BESS) has come down in recent years. He stated that the government will encourage setting up BESS capacity to meet the fast-growing needs of power demand as well as energy transition. While addressing the meeting, Singh also commented, “A situation will arise in the future where we have extra solar energy during the day and extra wind energy during the evening, which would go to waste if the adequate storage system is not deployed to store and utilize it when needed.”
