Indian Oil Corporation Limited (IOCL) has released a tender for rooftops and spare land at various locations spread all over India for the installation of Solar Photo Voltaic (SPV) Plants and to maximise production and utilization of Renewable Energy through these SPV Plants.

The IOCL company invited applications by Expression of Interest document, (EoI). It invited tender for the installation of solar PV plant at the respective location/ multiple locations, as per the requirement and bids shall be invited from Empaneled Vendors/LSTK Contractors for Solar PV (SPV) Plants of the following categories/capacities:

The tender demarcated the project into three categories:

Category-I (Critical & Non-Critical Jobs Both) (Northern/Southern/Eastern/ Western) Capacity up to 50 kW.

Category-II (Critical & Non-Critical Jobs Both) (All India) – Capacity above 50 kW and up to 500 kWp

Category-I (Non-Critical Jobs Only) (Northern/Southern/Eastern/ Western) – Capacity up to 50 kWp

Category-II (Non-Critical Jobs Only) (Northern/Southern/Eastern/ Western) – Capacity above 50 kW and up to 500 kWp

The tender mentioned the applicant is expected to submit a non-refundable processing fee of:

• Category I (Critical & Non-Critical Jobs both) – 10,000/- for each applied region
• Category II (Critical & Non-Critical Jobs both) – 20,000/

IOCL document also offers MSEs, with 15% relaxation, and for start-ups, 100% relaxation on annual turnover criteria. The document said, it is to be considered, subject to meeting the quality and technical specification of the EoI and submission of relevant documents mentioned start-ups & MSEs availing the said relaxation shall be impanelled under the “Non-Critical Jobs Only” category

IOCL shared the criterion for applicants, “The individual/partnership) / Applicant Company must have successfully installed and commissioned at least following cumulative capacity of the solar plant(s) in India during the last three years ending on the last day of the month immediately previous to the month in which the last date of bid submission falls (in case of extended bid submission date, original bid submission date shall be considered) shall be considered as below:

  • The minimum cumulative capacity of installed and commissioned Solar Plant(s) required (in kWp) of 150 kWp.
  • Some other category a minimum 1 similar work with a capacity of at least 25 kW Minimum of 2 similar works of a capacity of at least 20 kW or Minimum of 3 similar works of a capacity of at least 15 kW or a Minimum of 15 similar works with a capacity of at least 3 kWp
  • For MSEs, 15% relaxation and for start-ups, 100% relaxation on annual turnover criteria shall be considered, subject to meeting the quality and technical specification of the EoI and submission of relevant documents mentioned in Clause no 5.8. Start-ups & SMEs availing the said relaxation shall be impaneled under the “Non-Critical Jobs Only” category.

The EOI complete in all respects should be submitted only through the online portal (https://iocletenders.nic.in/nicgep/app)

The empanelment of vendors/LSTK contractors is valid for 24 months from the date of empanelment. The validity of existing empaneled parties, who are not participants in this fresh empanelment process. It’s expected to remain unchanged and be delisted from the list of impanelled parties after the expiry of the existing validity mentioned on https://www.iocl.com/suppliers-notices .

PRE-BID MEETING

The document shared details of the online pre-bid meeting.16th April at 15:00 HRS. (IST) via Web Mode Web Mode: The Pre-bid meeting shall be held through online mode with all intending & interested bidders. Interested bidders, who would like to join the bid meeting shall get a joining link & credentials through email. Interested bidders are required to kindly submit their request for a web link along with their queries (if any) to the Tender Inviting Authority by 16th April through e-mail.
