India Imposes 5-Yr Anti-Dumping Duty on Solar Glass Imports The Indian government has imposed a definitive anti-dumping duty on imports of solar glass (textured tempered coated and uncoated glass), originating in or exported from China and Vietnam. The decision follows a detailed investigation by the Directorate General of Trade Remedies (DGTR) and is aimed at protecting domestic manufacturers from unfair trade practices. The anti-dumping duty, notified by the Ministry of Finance on May 8, 2025, will be effective for five years, retrospectively applicable from December 4, 2024, the date on which the provisional duty was first imposed. Indian solar glass manufacturer Borosil Renewable welcomed the move and informed about the development in its latest filing with the exchanges. It stated that it would “restore fair competition and create a level playing field” for local manufacturers. The company said the duty would encourage substantial growth in domestic manufacturing capacity and accelerate expansion in India’s solar glass sector. Dumping Saw An Upsurge The product under consideration includes textured toughened (tempered) solar glass with a minimum 90.5% transmission, thickness not exceeding 4.2 mm, and at least one dimension greater than 1500 mm. The glass is used widely in the solar photovoltaic (PV) industry and is classified under multiple customs tariff headings. In its final findings dated February 10, 2025, the DGTR confirmed that the subject goods were being dumped into India at prices significantly below their normal value. The investigation showed a substantial increase in the volume of dumped imports from the subject countries, which had caused material injury to India’s domestic industry. The authority concluded that domestic producers were facing suppressed prices, reduced market share, and declining profitability due to the influx of cheaper imports. It recommended the imposition of an anti-dumping duty to restore fair trade conditions. Reference price mechanism The duty has been imposed in the form of a reference price mechanism. If the landed value of the imported glass is below the specified reference price, importers must pay the difference. Most Chinese and Vietnamese producers face a reference price of USD 664 per metric ton. However, some producers have slightly varied rates—for instance, Dongguan CSG Solar Glass Co., Ltd and Guangxi Xinyi PV Industry Co., Ltd are subject to USD 658 per MT, while Vietnam-based Flat Co., Ltd faces a reference price of USD 570 per MT.
