In a major push towards Haryana's energy transition, the state has announced plans to install 2.2 lakh rooftop solar (RTS) systems under the PM Surya Ghar Muft Bijli Yojana (PMSG MBY) by the financial year 2026–27.
The initiative was outlined during the State-Level Coordination Committee (SLCC) meeting chaired by Chief Secretary Anurag Rastogi, where senior officials discussed progress and strategies for faster implementation.
“Haryana is not just promoting solar energy. We are ensuring that it reaches the doorstep of every household, especially in rural areas,” said Rastogi.
Government Buildings to Go Solar by December 2025
Interestingly, the state has also set an ambitious goal to solarise all government buildings by December 31, 2025, without seeking Central Financial Assistance (CFA).
Surveys on 4,523 government buildings have identified a 122 MW cumulative solar potential. Installation work is expected to commence in phases, ensuring energy self-reliance in public infrastructure.
Dual Subsidy Model to Boost Adoption
To encourage widespread adoption, the Haryana government is offering two levels of subsidy - CFA and SFA.
The Central Financial Assistance (CFA) from MNRE gets directly transferred to consumer bank accounts within 15 days of installation approval. Haryana’s State Financial Assistance (SFA) is serving 1 lakh Antyodaya families on a first-come-first-serve basis, further reducing installation costs.
As of now, 30,631 rooftop solar installations have been completed. According to A.K. Singh, Additional Chief Secretary (Energy Department), discoms are preparing special booster schemes to increase uptake among middle-income and service-class households.
Model Solar Village Initiative
To inspire a broader community shift towards clean energy, Haryana has launched the Model Solar Village (MSV) programme.
Under this scheme, one village in each district will be developed as a self-sufficient, solar-powered hub. Villages with populations exceeding 5,000 are eligible for a CFA of up to INR 1 crore to facilitate the transition.
