GUVNL Issues 625 MW Solar Projects Tender With Greenshoe Option
Gujarat Urja Vikas Nigam Limited (GUVNL) has recently issued a tender for development of 625 MW grid-connected solar photovoltaic projects, offering the project with or without energy storage. It has sought online bid submissions by December 15, 2025, and offline submissions by December 17, 2025.
GUVNL aims to develop these projects at locations that are under construction or already commissioned anywhere in India. Additionally, the tender also offers an additional 625 MW under the greenshoe option.
In its previous 250 MW solar tender with a greenshoe option, GUVNL awarded the bids to three winners: Welspun Renewable Energy, Avaada Energy, and SAEL Industries.
GUVNL, in its earlier tender, awarded the project to Welspun and Avaada, which secured 50 MW and 100 MW, respectively, at a tariff rate of ₹2.60/kWh. Another winner, SAEL, was allocated 100 MW out of its quoted capacity of 200 MW at the same tariff rate of ₹2.60/kWh under the bucket-filling method.
Scope of Work
Solar PV projects based on crystalline silicon, thin film, or other commercially established technologies, with or without trackers, may be installed. Only proven and operational technologies may be used to minimise technology risk and ensure timely commissioning.
The offered or declared annual CUF should not be less than 22%, in case the bidders offers a CUF below 22% it would be treated as non-responsive. As a results, their bids will be rejected, and their EMD will be forfeited. The tender expects the bidder to quote a single CUF for multiple project locations, if applicable.
GUVNL's latest projects can be located at sites chosen by the bidders at their own cost, risk, and responsibility. In the case of inter-state projects and projects connected through the CTU network, all transmission charges and losses up to the delivery point shall be borne by the successful bidder. The minimum quantum of power offered by a bidder shall be 50 MW for inter-state connected projects and 10 MW for STU-connected projects.
Moeover, the bidder can also opt for connectivity at an STU or CTU sub-station if the project is set up in Gujarat. If the project is located outside Gujarat, the bidder isnt required to opt for connectivity with the CTU/ISTS grid. Bidders must choose their project locations and sub-stations from this list, as amended or updated by GETCO from time to time, if STU connectivity is selected.
