EESL Tenders for Supply of 250 Electric Vehicles Under ADB Financing

The Energy Efficiency Services Limited (EESL) has issued a tender, inviting bids from eligible vendors for the procurement of 250 electric vehicles.

The Energy Efficiency Services Limited (EESL) has issued a tender, inviting bids from eligible vendors for the procurement of 250 electric vehicles. The vehicles will be procured in two categories the first lot will include 100 electric vehicles with length more than four meters and range of at least 300 kms, and the second lot will consist of 150 vehicles with length less than four meters and range of at least 250 kms.

The tender has been issued under financial assistance from the Asian Development Bank (ADB), which will provide financial aid to borrowers under this contract. The open competitive bidding will be conducted in accordance with ADB’s single-stage: two envelope bidding procedure, and there is no country restriction on this tender.

As per the tender, the vehicles will come with three years of warranty and a comprehensive annual maintenance contract (AMC) of up to eight years. The contract will also include on-site supply and maintenance support for electric cars on a pan-India basis

The last date for bid submission is August 07, 2020. The bidder should submit a bid security amount of Rs 31 lakh if they submit bids in Lot 1 and RS 31.5 lakh for the second lot. If a bidder decided to quotes for both lots, they will have to submit the bid security amounts for both the slots i.e. Rs 62.5 lakh.

To be eligible for participating in the bidding process, the bidder should have been in the business of manufacturing automobiles, or internal combustion engine cars, or electric vehicles, for the past three financial years. And they should have manufactured, tested, and supplied a minimum of 400 electric vehicles or internal combustion engine cars in the last three years.

Financially, the net worth of the bidder should not be less than 100 percent of the paid-up capital, and the same will apply for all members of the consortium or joint venture. The average annual turnover of the bidder should not be less than Rs 46.5 crore for Lot 1, and Rs 47 crore for Lot 2. For bidders participating in both the lots, the turnover should be Rs 93.5 crore.
