DERC Approves Power Purchase Proposals From NDMC, BSES Yamuna Power For Delhi

The Delhi Electricity Regulatory Commission (DERC) has made two key renewable energy purchase approvals this week. The first was approval of the New Delhi Municipal Council (NDMC)’s plea to procure 200 MW of solar power under the ISTS Solar Tranche–XI at ₹2.61 per unit, plus ₹0.07 per unit as SECI’s trading margin. DERC determined the tariff to help NDMC meet its Renewable Purchase Obligation (RPO) and noted that the revised rate is more economical over the long term. The expected date of commissioning for the project is now November 2025.

DERC also noted that although other projects were available at a tariff of ₹2.60 per unit, their ISTS connectivity was uncertain and significantly delayed compared to the project of Avaada GJ Sustainable Private Ltd.

DERC observed that the project proponent, Avaada GJ Sustainable Private Ltd., indicated that if the PPA and PSA were executed by February 2024, it would be able to commission the project by August 2025. Therefore, considering NDMC’s RPO obligations, DERC approved the PSA at a tariff of ₹2.61 per unit despite the availability of lower-tariff projects, due to the uncertainties surrounding their ISTS connectivity timelines.

The second larger approval accorded on November 24 is for an agreement signed on 13.03.2025 for 500 MW of Solar Power with 250 MW/1000 MWh Energy Storage System from SECI’s 2000 MW of Solar Power with 1000 MW/4000 MWh Energy  Storage System ISTS Scheme (Tranche XVII) executed between another Delhi discom, BSES Yamuna Power, and SECI. The discovered tariff here was Rs. 3.52 – 3.53 /  kWh, plus applicable trading margin of SECI. Subject to the commission's approval.

Between regulatory approvals, SECI went ahead and entered into a PPA with Reliance NU Suntech Private Limited for 230 MW and with Hero Solar Energy Private Limited for 270 MW on 31.04.2025 and 01.05.2025, respectively, on a back-to-back basis.
