The Solar Energy Corporation of India (SECI) has concluded the reverse auction for its 1,200 MW ISTS-connected wind power tender under Tranche XIX, discovering tariffs in a narrow range of INR 3.67 to INR 3.69 per kWh.
The auction marked the culmination of a tender originally issued for 600 MW and later expanded to 1,200 MW through an amendment in December 2025, as part of SECI’s tariff-based competitive bidding programme for large-scale wind power projects.
Winning Developers and Allocated Capacity
KP Energy Limited emerged as the lowest bidder, securing 100 MW at a tariff of INR 3.67 per kWh. A cluster of developers followed closely at INR 3.68 per kWh, including Ganeko Three Energy with 180 MW, Waaree Renewable Energy with 300 MW, and Opera Energy with 50 MW.
At the INR 3.69 per kWh level, Purvah Green Power was awarded 250 MW, while Vena Energy Aura secured 124 MW. Refex Holding Private Limited filled the remaining capacity within the permissible tariff band, taking advantage of the bucket-filling mechanism used in the auction.
Tariff and Competitive Bidding
The bulk of capacity was awarded within a tight tariff spread of just INR 0.02 per kWh, highlighting intense competition and disciplined pricing among wind developers. Bids quoting INR 3.70 per kWh and above were not considered for allocation, as they fell outside the L1+2 percent range prescribed under the bidding guidelines.
Several developers, including Torrent Green Energy, Wynn Renewables, Gentar Renewables India, ABC Cleantech, and Jindal India Power, quoted higher tariffs ranging from INR 3.70 to INR 4.60 per kWh, but did not secure capacity.
Tender Structure and Next Steps
Under the revised tender conditions, SECI allowed a maximum allocation of 600 MW per bidder or bidder group, removed the greenshoe option, and conducted the auction through an e-bidding followed by an e-reverse auction process.
The successful bidders are expected to proceed with project development and sign 25-year power purchase agreements (PPAs) with SECI. The projects will be connected to the interstate transmission system and contribute to India’s expanding wind power pipeline amid renewed focus on hybrid and round-the-clock renewable energy procurement.
