Chhattisgarh Invites Bids From Solar Modules Suppliers

The Chhattisgarh State Renewable Energy Development Agency (CREDA) has invited bids from the developers or suppliers for standardization of rates for the supply of solar modules of different capacities (75W-315W) for solar application in the state.

The modules need to come with ten years onsite warranty conforming to the Bureau of Indian Standards (BIS) and the Ministry of New and Renewable Energy (MNRE) standards anywhere in the state of Chhattisgarh. The quantity of solar modules to be purchased has not been fixed. The purchase quantity will depend on the demand received from various field offices of CREDA.

The last date to submit the financial and technical bids is June 21, 2021, while the technical and financial bids will be opened on June 22 and 23, respectively. A pre-bid meeting has been scheduled for June 3, 2021.

Interested bidders are expected to pay an Ernest Money Deposit (EMD) of Rs. 75,000. While the estimated value of the purchase is Rs. 1 Crore.

To find themselves eligible to bid, the bidders must have valid test reports of solar modules for all categories in the name of bidder/manufacturer for which Bidder must make an offer for supply. They will have to provide a copy of such test reports of their solar modules from BIS approved test lab. Bidder will be debarred from price bidding for all other categories for which they have not submitted valid test reports/acknowledgment.

Also, the bidder shall have to submit a self-declaration that the Solar module for which the bidder is quoting offers are conforming to the latest guidelines and specifications of MNRE issued for testing and BIS compliance. Bidders must have minimum experience in the last three financial years, while the bidders from Chhattisgarh are needed to have only two years of experience. With having a Positive Net worth of Rs. 50 Lacs as of 31st March 2020, bidders should have an aggregate turnover of a minimum of 5 Crores in the last three years in module manufacturing/supply.

Bidder/manufacturer must be in the ALMM (Approved list of models manufacturer) list of MNRE as per the instruction issued by MNRE. Also, any bidder who is debarred from business by Govt. /Govt. Agency in any state would not be eligible to participate in this bid.

In case of multiple distributor/dealer of a manufacturer participates in the tender then the tender of all dealers/distributors including manufacturer shall be rejected.

Earlier this February, The Solar Energy Corporation of India (SECI) had invited proposals for the selection of consultancy firms for Owners Engineer (OE) services for the 100 MW (AC) solar PV project (160 MWp DC capacity) along with 40 MW/120 MWh Battery Energy Storage System (BESS) at district Rajnandgaon, Chhattisgarh.
