Kolkata distribution monopoly Calcutta Electric Supply Corporation Limited (CESC) has recently issued a tender seeking a developer to build a 600 MW ISTS-connected Wind-Solar Hybrid Power Project. It has sought bids for the projects till Jaunuary 19, 2025.
The tender aims to engage a Hybrid Power Developer (HPD) to set up a transmission network up to the Interconnection/Delivery Point, to supply Wind-Solar Hybrid Power to CESC, therby, helping to meet power demand and Renewable Purchase Obligation (RPO) / Renewable Consumption Obligation (RCO).
The project developer will be responsible for land identification, installation, and ownership of the Project, along with obtaining connectivity, necessary approvals, and interconnection with the ISTS network for supplying power to CESC.
Project Scope and Technology Selection
Under the tender, the HPD will be required to set up a Wind-Solar Hybrid Power Project, including the transmission network up to the Interconnection/Delivery Point, at its own cost.
The responsibility for securing ISTS connectivity will entirely rest with the HPD and be undertaken at the HPD’s risk and cost, in line with applicable regulations. In the case of a Project being set up in a RE Park, applicable connectivity regulations will govern the scope of the HPD. Given that transmission system availability is dynamic in nature, the Bidder must ensure the actual availability of power injection/evacuation capacity at an ISTS substation.
Transmission of power up to and including the point(s) of interconnection where metering is done for energy accounting will be the responsibility of the HPD at its own cost. Maintenance of the transmission system up to and including the Interconnection Point will also be the responsibility of the HPD, to be undertaken entirely at its own cost and expense.
