CEL Tenders for Supply of 3 Lakh 4.52 Wp Multi-Crystalline Solar Cells

CEL has invited online bids from eligible bidders for the supply of three million multi-crystalline solar cells of wattage greater than 4.52 Wp.

Central Electronics Limited (CEL) has issued a tender, inviting online bids (Technical & Financial) from eligible bidders for the supply of three million multi-crystalline solar cells of wattage greater than 4.52 Wp.

As per the tender, the following technical specifications must be met for the PV Cells: 5 Bus Bar, Size: 156.75 x 156.75 mm +/-0.25 mm or 157 x 157 mm +/-0.25 mm, Wattage≥ 4.52 Wp.

The last date for bid submission is June 27, 2020, and the techno-commercial bids will be opened on the same date. As per the tender, only indigenous solar cell manufacturers are eligible to quote bids for the supply tender, and there is no earnest money deposit to be submitted by the bidders.

As per the provisions of the tender, only original domestic manufacturers complying with MNRE notification regarding domestic content requirement (DCR) for domestically manufactured solar PV cells or their authorised representatives are eligible to submit quotations. The supplier will also need to confirm that the supplied modules manufactured using the suppler cells conform to IEC standards, and the same shall be tested by government accredited labs.

Furthermore, Inspection will be done by CEL representatives in CEL premises or supplier’s works. The government agency shall have free access to the supplier’s works during testing and final inspections’ and the vendor shall inform the MMD not less than one week in advance. All testing arrangements shall be the responsibility of the vendor and CEL reserves the right to inspect the material during manufacturing and/or before dispatch as per specifications and test protocols.

Recently, the electronics division of Bharat Heavy Electricals Limited (BHEL) had issued a tender, seeking sealed quotations for the manufacture and supply of 1.2 crore multi-crystalline solar cells (156.75 mm-5BB-4.62 Wp) as per BHEL technical specification. As per the tender, BHEL is seeking the supply of 12 million solar cells, and the deadline for delivery of the cells is July 31, 2020, for the first 4 million cells, followed by September 30, 2020, for the delivery of the remainder of the 8 million solar cells.
