CEL Floats Tender For Web Based Centralised Solar Monitoring System

CEL Solar Monitoring System

The Central Electronics Limited (CEL) has invited bids from eligible bidders for commissioning of a web-based centralised solar monitoring system.

The scope of the contract includes the supply, installation, testing and commissioning of the web-based centralised solar monitoring system with a warranty. The selected bidder will also be required to sign an Annual Maintenance Contract (AMC) for a period of 5 years.

The last date for bid submission is June 10, 2019. The techno-commercial bids will be opened on the same date. A pre-bid meeting has been scheduled for June 3, 2019, to address the concerns raised by prospective bidders. All bidders must submit an Earnest Money Deposit of Rs 1.3 lakhs along with their bids.

To be eligible, the company/firm should be profit making organisation for last 1 year and should have an average turnover of Rs 25 lakhs in the last two years. Additionally, the company/firm should have implemented at least one similar type of solution and the solution should be operational for the last six months at the site on the date of submission of the bid.

Technical criteria for the system:

The web-based solar monitoring system should enable tracking of the status/technical parameters of individual solar power plants installed at approximately 200 sites in various districts of Maharashtra. Presently the number of sites are less and it may increase at any time.

The system should enable remote data fetching from servers/applications of various SCADA manufactures through Application Programming Interface (API)/File Transfer Protocol (FTP) or Email without compromising security.

The department had previously invited Expression of Interest (EOI) from companies/firms wishing to be considered for shortlisting for participating in the bidding process of the proposed Web Based Solar Monitoring System in February. To be eligible, the company/firm should have been in the area of software development since last 3 years and implemented at least one similar type of solution and the solution should be operational for the last months at the site.
