The Bihar Renewable Energy Development Agency (BREDA) government has now planned to revive its non-functional off-grid solar power systems. It has also issued a tender in this direction, seeking developers who can execute the government plan.

BREDA has issued the tender on the behalf of the state. BREDA has planned to connect its ailing off-grid solar systems with the grid. The government, through the tender mandated the developers to revive its off-grid solar setups installed on government buildings. The selected developers will also take care of the Operations and Maintenance (O&M) of these projects for the initial five years, the tender document read.

The BREDA tender said that the interested solar company should have a cumulative experience of executed more than 350 kWp of Solar Power Plant. The state utility also said that the participating firms need to have installed and commissioned a single 100 kWp GCRT Solar Power Plant in India during last 5 years from the date of submission of bid. It also said that the participating companies also need to have a Minimum Average Annual Turn Over of the bidder’s/ lead bidder of Consortium should be Rs 5 crore.

“Expression of Interest (EOI) is invited for Empanelment of Bidders for Conversion of Existing Non-Functional Off- Grid (Hybrid) Solar Plant along with five (5) years of Comprehensive Operation and Maintenance, Connectivity & Synchronization of the system with the Grid and net metering (wherever required) at various Government Building in the State of Bihar. The work (conversion of existing Off-Grid Solar Power plant, installation and commissioning with 5-year CMC ) of solar power plant on the rooftop area of Government Buildings in State of Bihar has to be executed in close coordination with concerned officials of Govt. Deptt & Building Construction Department (BCD), GoB and BREDA Officials,” the tender read.

BREDA said that there are around 113 identified sites where the works of connection of these non-functional systems needed to be taken up. it said that the project size of each would be in the range of 2 kWp to 100 Kwp. “A Project may however comprise of several rooftop units /sites/buildings in a campus /premise having a single proper electrical connection. An electrical connection may have several buildings. A building or premise may have more than one source with dedicated meter. The bidder has to install the meters (solar meter/check meter/net meter) as per site requirements and as per DISCOMs guidelines in force,” it said.

The last date for the application for the tender is December 21, 2023.
