Blueleaf Energy and Chemsain Sustainability Ink MoU for 3 GW Renewable Projects in Malaysia

The two companies signed a MoU to collaborate on the potential development of up to 3 GW of onshore utility-scale renewable energy projects in Sarawak, Malaysia.

Blueleaf Energy, a pan-Asian renewable energy platform owned by a fund managed by Macquarie Asset Management, has entered into a strategic partnership with Chemsain Sustainability Sdn Bhd (Chemsain), an established Malaysian sustainability advisory firm. The two companies signed a Memorandum of Understanding (MoU) to collaborate on the potential development of up to 3 gigawatts (GW) of onshore utility-scale renewable energy projects in Sarawak, Malaysia.

The agreement was formalised during the Macquarie ASEAN Conference in Singapore, in a closed-door signing ceremony witnessed by senior officials from Malaysia, Australia, and Singapore, along with industry representatives and investment authorities.

Strategic Alignment with Malaysia’s Clean Energy Goals

The collaboration is positioned to support Malaysia’s National Energy Transition Roadmap (NETR) and Sarawak’s Post-COVID-19 Development Strategy (PCDS) 2030. 

By combining Blueleaf Energy’s global expertise in financing, project development, and renewable technologies with Chemsain’s local regulatory know-how and stakeholder management capabilities, both companies aim to unlock Sarawak’s renewable energy potential at scale, the official statement noted.

The projects, focused on onshore solar photovoltaic (PV) and battery energy storage systems (BESS), are expected to strengthen Sarawak’s clean energy ecosystem while supporting Malaysia’s transition to a low-carbon future.

Speaking at the ceremony, Raghuram Natarajan, CEO of Blueleaf Energy, described the MoU as a significant step in the company’s regional growth strategy. He expressed confidence that Sarawak’s vast renewable resources could be harnessed to deliver long-term economic and environmental benefits.

Meanwhile, John Chan, Executive Chairman of Chemsain Sustainability, emphasised the firm’s role in providing regulatory guidance and ensuring that projects align with both state and national objectives. He noted that by addressing local environmental and community considerations early, the collaboration would help “de-risk” investments and attract large-scale clean energy capital to Sarawak.

The MoU sets out collaboration in several priority areas, including identifying suitable project sites and securing grid access, navigating permitting and regulatory processes, ensuring technical feasibility and sound project development, and engaging with local communities and stakeholders. 

In addition, the partners will work to strengthen Sarawak’s industrial clean energy ecosystem. Over the next two years, both companies will jointly explore potential projects, laying the foundation for sustainable energy expansion and creating new economic and employment opportunities in the region.

The partnership was formalised through the signing of the MoU, with John Chan, Executive Chairman, and Timothy Chan, Executive Director, representing Chemsain Sustainability, while Blueleaf Energy was represented by Raghuram Natarajan, Chief Executive Officer, and Amiram Roth-Deblon, Chief Operating Officer. 

The ceremony was attended by the presence of several dignitaries, including Tengku Datuk Seri Utama Zafrul Tengku Abdul Aziz, Malaysia’s Minister of Investment, Trade and Industry; Dato’ Indera Azfar Mohamad Mustafar, High Commissioner of Malaysia to Singapore; and Allaster Cox, Australian High Commissioner to Singapore. 

Senior officials from government and industry bodies also attended the event.
