Bihar Issues Tender For CMC Contract For Its Supaul Floating Solar Project Photograph: (Archive)
The Bihar Renewable Energy Development Agency (BREDA) has now issued a tender seeking agencies for the Comprehensive Operations & Maintenance (CMC) of its 252 kW floating solar plant in Supaul. The project is located at Rajapokhar in the Supaul district of Bihar, one of the few floating solar projects in the state.
The last date to submit the bids is October 31. As per the mandate of the tender, the bidders must have a total experience of undertaking solar power projects of 250 kW or more from April 1, 2020 to July 31, 2025. It also talks about the financial eligibility of the companies who could take up these projects.
“Minimum Average Annual Turnover (MAAT) of the bidder shall be ₹50 Lakhs, to be considered for the latest three consecutive financial years. (From 2021-22, 2022-23, 2023-24, 2024-25) (as per the Audited Financial Statements),” the tender said.
The BREDA tender talks about the CMC of the project for seven years. This includes an array of work that the bidders must undertake during this period to ensure optimal generation from the floating solar plant.
Scope of Work
“The scope of work includes comprehensive operation and maintenance of the 525 kWp Floating Solar Power Plant located at Rajapokhar, Supaul, for a period of 7 Years. This includes, but is not limited to operation, preventive and corrective maintenance, breakdown maintenance, replacement of faulty or damaged equipment, 24x7 security services, and any other activity deemed necessary and essential for uninterrupted and efficient operation of the plant,” the tender read.
The tender also said that the bidders must take into account all the mandated works before quoting their rates for the CMC. The tender said, “The Project cost shall include all the costs related to above Scope of Work. Bidder shall quote for the entire facilities on a “single responsibility” basis such that the total Bid Price covers all the obligations mentioned in the Bidding Documents in respect of “Comprehensive Operation & Maintenance Contract (CMC) for 525 kW Floating Solar Plant, installed at Rajapokhar in Supaul, Bihar for the Period of 7 Years. The Bidder has to take all permits, approvals and licenses, Insurance etc., provide training and such other items and services required to complete the scope of work mentioned above.”
Challenges for solar in Bihar
Bihar, which is a land-locked state with less area to host large-scale ground-mounted solar parks, has now started working to boost the growth of solar in the state with the help of rooftop solar and also with floating solar as alternate means. It has already started floating solar projects in Darbhanga and Supaul.
