BHEL Invites Bids For 300MW NHPC Floating Solar Project In Odisha With A Focus On Gujarat, BHEL Executes 1155 MW Solar Projects

Bharat Heavy Electricals Limited (BHEL) has released a tender for conducting civil works for the proposed 300MW Rengali floating solar project at Odisha for NHPC.

It invited tender for civil works for the 300MW Rengali floating solar project at Odisha for NHPC.  

The tender mentioned that the estimated value of the contract – Rs. 2,33,29,072.00 plus applicable GST extra

The document mentioned the duration of the contract to be 6 months from work order date.

Earnest Money Deposit to accompany Tender – Rs. 2,00,000

The tender released by BHEL includes a security Deposit – of 10% of the contract value

The closing date of the sale from – 10-06-2024 01:59:59 PM

Closing date of submission form – 10-06-2024 02:00:00 PM

Tender Opening Date – 10-06-2024 02:30:00 PM

The pre-qualification criterion mentioned in the tender includes, “Experience of having completed RCC building and structural steel works during last 7 years from the date of tender notice.”

Other qualifications are, “The bidder is expected to have completed three similar works mentioned in sl no:3.1 and each costing not less than an amount equal to 40% of estimate value (Rs 93,31,629.00 excl GST) mentioned against each work in the tender notice.

Additionally, the document mentioned the bidder is expected to have completed two similar works mentioned in sl no:3.1 each costing not less than an amount equal to 50% estimated value (Rs 1,16,64,536.00 Excl GST) mentioned against each work in the tender notice.

One similar completed work is mentioned in sl no:3.1 and each costing not less than an amount equal to 80% estimated value (INR 1,86,63,258.00 Excl GST) mentioned against each work in the tender notice.

Financial criterion –

Pre-Qualification Criteria: (Financial) Average Annual Financial turnover during the last 3 years ending 31st March of the previous financial year, should be at least INR 69,98,722.00/- excl. of GST. Audited Balance sheet and profit& Loss account OR Turnover Certificate from Chartered account to be enclosed for the FY 20-21, 21-22 and 22-23.

REVERSE AUCTION

The reverse auction (RA) is to be conducted among all the techno-commercially qualified bidders. As per the document, the start price for RA is to be L1 of e-bid envelope price bids. The bidder is expected to have a minimum of 2 Techno-commercially qualified bidders required to conduct RA.

The document mentioned, “In the case of two or three techno-commercially qualified bidders, there shall be no elimination of the H1 bidder (whose quote is highest in a sealed envelope price bid). In the case of four qualified bidders, the H1 bidder is to be eliminated whereas in the case of five qualified bidders, H1 and H2 bidders are to be eliminated.”

The tender document said, “Wherever six or more techno-commercially qualified bidders are available, RA would be conducted amongst the first 50% of the bidders arranged in the order of prices from lowest to highest. A number of bidders eligible for participating in RA would be rounded off to the next higher integer value if a number of techno-commercially qualified bidders is odd (e.g. if 7 bids are technically qualified, then RA will be conducted amongst the lowest four bidders). However, there will be no elimination of bidders who are MSE or qualifying under PPP-MII Order,2017. Bidders have to submit a ‘Process compliance form’ (to the designated service provider) in the Reverse Auction.”
