Azerbaijan's Ministry of Energy has finalised an Implementation Agreement with Clean Energy Capital, a subsidiary of Azerbaijan Green Energy Company, to advance a major offshore wind initiative in the Caspian Sea, targeting an initial 200 MW capacity with expansion to 600 MW overall.
Signed on November 28, the pact assigns Clean Energy Capital the task of conducting essential studies within a specified Caspian zone to support project feasibility, development, and construction. This move aligns with Azerbaijan's aggressive push to harness its vast offshore wind resources amid growing international partnerships.​
Building Momentum with Chinese Collaborations
In June 2025, the Ministry of Energy struck a deal with China Energy Engineering Corporation (CEEC) to explore a 200 MW offshore wind farm off Azerbaijan's coast.
Earlier, in April, two additional pacts with Chinese firms - China Datang Overseas Investment, PowerChina, and China Energy Overseas Investment - laid groundwork for phased offshore projects, including a 2 GW venture involving SOCAR Green.
These agreements reflect Azerbaijan's strategy to leverage Chinese expertise for scaling renewable capacity in the Caspian region.​
Global Players and Resource Assessments
At the close of 2024, Masdar from Abu Dhabi, Saudi Arabia's ACWA Power, and SOCAR joined forces to evaluate 3.5 GW of offshore wind opportunities in Azerbaijani waters.
Complementing these efforts, the Azerbaijan Renewable Energy Agency (AREA) launched wind measurement campaigns at two sites during summer 2024 to quantify offshore potential.
World Bank and ESMAP analyses estimate Azerbaijan's technical offshore wind capacity at 157 GW, split between 35 GW for fixed-bottom turbines and 122 GW for floating installations.​
A 2022 Offshore Wind Roadmap, developed with the World Bank and IFC, projects that Azerbaijan could deploy 7 GW of offshore wind by 2040 through targeted infrastructure, investments, and supportive policies. The nation aims for 6 GW of total wind capacity, onshore and offshore, by 2032.
