Romania has allocated a total of 2.75 GW in its second renewable energy contracts for difference (CfD) auction, comprising 1,488 MW of solar capacity and 1,260 MW of wind capacity. The auction is part of a 15-year support scheme funded by the EU Modernization Fund and is aimed at accelerating the country’s clean energy transition.
The round follows a record-breaking first half of 2025, during which more than 1 GW of new solar capacity was connected to the grid.
Larger Projects and Lower Prices
A total of 26 bids from eight companies were awarded in the solar category, with prices ranging from EUR 35.5 to EUR 45.2/MWh and an average of EUR 40.46/MWh. The awarded capacity reached 1,488 MW, with projects significantly larger than in previous years.
The largest solar project in this round has a capacity of 260 MW, compared to just 70.2 MW in the 2024 auction. Several awards represent partial capacities of larger developments, indicating a phased approach by operators.
Wind Awards – Scaling Up in Size
In the wind segment, 23 projects totalling 1,260 MW were awarded, out of 2 GW offered. Prices ranged from EUR 65.17 to EUR 79.5/MWh, with an average of EUR 73.8/MWh. The largest project awarded in this category reached 211 MW, highlighting the growing appetite for utility-scale wind farms.
Long-Term Price Stability
Under the CfD scheme, generators are guaranteed a fixed price for 15 years. If market prices fall below the agreed strike price, the state covers the shortfall. If prices rise, producers return the surplus.
The EUR 3 billion programme, financed through the EU Modernization Fund, does not affect consumer tariffs. Romania aims to install 4.2 GW of renewable capacity under the scheme - 2 GW of solar and 2.2 GW of wind - strengthening its path toward a secure, clean, and sustainable energy mix.
