The Goa Energy Development Agency (GEDA) has recently issued a Battery Energy Storage System (BESS) tender to select solar power developers for setting up a 300 MW solar project with a 150 MW/900 MWh Energy Storage System (ESS). Bids have been invited until March 6, 2026.

The Battery Energy Storage System (BESS) offers a six-hour storage duration, with proportionate capacity corresponding to the allotted Solar PV power projects. The BESS can be installed and co-located at the project location as part of the project, alternatively. The BESS capacity can be split and installed across Goa. The solar project developer (SPD) shall be allowed to procure charging power from the grid during peak generation hours.

Scope Of Work

The tender includes an associated evacuation system—comprising transmission lines, new pooling substation construction, and existing grid substation upgradation—on a Build-Own-Operate-Transfer (BOOT) basis, anywhere in Goa, and connected to the State Transmission Utility (STU) network. The BESS capacity can be split and installed across Goa. The solar developer would be allowed to procure charging power from the grid during peak generation hours.

To allow optimisation of project operations, the solar project developer (SPD) would be allowed to supply power from the project, in excess of the contracted capacity and within the availability of connectivity, to any third party or power exchange without requiring any No-Objection Certificate (NOC) from GEDA. However, the supply of renewable energy (RE) power in excess of the contracted capacity shall not be considered as part of the monthly contracted energy. Any excess generation beyond 19% of the maximum Capacity Utilisation Factor (CUF) on an annual basis would be dealt with as per the Power Purchase Agreement (PPA).
