Madhya Pradesh and Rewa Ultra Mega Solar Limited (RUMSL) will develop their first storage project — a 600 MW solar plant with an 880 MWh dual-cycle Battery Energy Storage System (BESS) — in Morena. The Madhya Pradesh Power Management Company Limited (MPPMCL) has issued a tender for the project, with bids open until August 29, 2025.
Additionally, MPPMCL has set December 31, 2027, as the scheduled commissioning date (SCOD). Projects in this tender are exempted from using solar PV cells from ALMM List II, under the Ministry of New and Renewable Energy’s (MNRE) Office Memorandum dated July 28, 2025, which waives the requirement for bids submitted before the cutoff date.
Project Structure
The project consists of two units of up to 300 MW solar each, co-located with BESS, mandated to supply 440 MWh of peak power twice daily. MPPMCL will pay a single tariff for energy supplied by the developer, including real-time solar of up to 220 MW, plus 440 MWh between 6 p.m. and 10 p.m., and another 440 MWh between 6 a.m. and 9 a.m.
Bidders must ensure 95% annual availability for both peak supply periods. The tender allows an additional payment of ₹2.15 per unit for power supplied beyond 220 MW, up to 300 MW, with the annual CUF capped at 35%.
Charging and Penalties
MPPMCL will provide the BESS with free charging power between 10 p.m. and 5 a.m., capped at 517.6 MWh per day (based on 85% round-trip efficiency). An incentive of ₹2.15 per unit will be paid if less energy is used, while exceeding the limit will attract damages of twice the tariff for the excess energy.
The tender also requires supplying 5% renewable energy annually from green market sources. Payment will follow a three-tier security mechanism: a letter of credit from MPPMCL, a payment security fund offering up to 12 months of liquidity support, and a state guarantee.
Land and Infrastructure
RUMSL will provide 100% of the land — 575 hectares for Unit 1 and 635 hectares for Unit 2. Power evacuation will be handled via the state transmission utility (STU), with internal evacuation infrastructure by RUMSL and external infrastructure by MP Transco. Both are being developed as a single package by MP Transco under one contractor to ensure synergy.
