- To develop & review present safety inspection regime for all types of vessels as mentioned above with special emphasis on operational aspects & competency of ship & shore management
- To develop new and /or review present specific inspection checklists & procedures for each type of vessels used in offshore ONGC operations
- Review of bridging document to ensure best safety practices are complied with whenever different parties are involved together in offshore operations
- Vetting technical specification for ensuring vessel hired to meet the required ONGC work scope along with international standards and current practices to keep pace with new rules / regulations and international practices.
- Review of Certification of vessels.
- Review of Certification of Crew.
- Inspection at the time of charter hire/operation/repairs/dry docking for vessels.
- Safety Audits/ Periodic Inspection of vessels (Chartered/Owned) during their contract period.
- Witnessing & reporting on repair Works on the Vessels as per ONGC instructions.
- To carry out full sea trials & machinery trials to confirm with vessel capability as per contract provision.
- Records/Database of surveys and certification of vessels and crew details shall be maintained and updated regularly.
- Surprise / random inspection/audits of vessels.
- Review of towing plan / procedures for Rig Move.
- Monitoring of vessel movements via VTMS as and when required.
- Monitoring the performance of the vessels.
- Liaison with DG shipping and other statutory authorities.
- Monsoon preparedness of vessels for safe operations.
- Briefing and training to ship crew for safe operations.
- Managing vessel assistance in case of contingency situations.
Qualification And Experience:-
- Master (FG) and/or Marine Engineer M.E.O.-Class-I (MOT) with at least 1 year working experience on activities such as classification surveys, certification surveys, machinery/equipment’s surveys and trials etc.
- Surveyors shall be qualified to carry out DP trials and must have attended at least DP Basic course.
